Introduction

UW has built a range of programs that support students and faculty engaged in
international study and research. The University approved a 5 year plan, beginning in
2004, with the goal to double the number of students who have some international study
abroad experience. This goal will probably be reached by next year. Currently the
University is engaged in its next five year planning cycle and the goal for international
student opportunities during this next five year period is proposed that 20% of all
enrolled UW students will have some international learning experience, preferably
traveling abroad while in their university studies. That translates to approximately
2,400-2,500 students yearly doing some kind of international study experience, looking
to study abroad opportunities. Moving to this new goal requires both strengthened
infrastructure in the university and increased resources that support the financial costs
of going abroad to study and/or conduct research projects. The University has also
invested in international recruitment efforts to bring non-US students to our campus.
The Office of International Students and Scholars (ISS) helps students and faculty who
come to the campus from other parts of the world. This office also engages in
recruitment of international students, traveling to many parts of the globe annually.

As infrastructure for the international initiatives, an International Programs Office is a
central administrative structure; the Department of International Studies is a primary
academic structure. This office of International Programs has an Advisory Committee
composed of non-University representatives, a number of whom have made significant
contributions to support this academic internationalization. Additionally, an International
Education Steering Committee composed of Deans and Directors of Colleges meets
monthly and serves as a coordinating body for the extensive array of international
initiatives throughout the Colleges on campus, as well as having representatives from
the Admissions unit and the English as a Second Language unit.

Funding for both faculty and student international travel has grown at UW through a new
endowment of $32 million by Vice President Cheney and his wife. This endowment
provides four unique funding opportunities.

       Dick and Lynne Cheney Study Abroad Grants
       Minimum GPA required of 3.0 cumulative or better; students must be at least a
       sophomore or through their first semester of graduate work. Small grants that assist
       students in covering costs for international and in-country travel during their study
       abroad.

       Dick and Lynne Cheney Fellowship for Excellence in Study Abroad
       The Fellowship serves as a stipend for outstanding students that will make a significant
       contribution to their field via international study or research.

       Dick and Lynne Cheney International Semester Support Scholarship
       This program provides assistance to Wyoming students who have extended their time to
       degree in order to participate in an international experience.

       Dick and Lynne Cheney International Award for University Sponsored and
       Recognized Student Organizations
       The Dick and Lynne Cheney International Award for University Sponsored and
       Recognized Student Organizations is group award designed to support UW-sponsored
       and officially recognized groups that pursue projects with substantial potential to succeed
       and enhance UW’s goals for internationalization.


Additionally, the university has six additional scholarship options generated through
donations to the University in addition to its primary International Programs Study
Abroad Scholarship Program. The International Program Office also provides extensive
information on non-UW funding sources for student study abroad. These are posted on
their website and have been appended at the end of this paper.

Also contributing to the University’s commitment to student international study and
research are the direct commitments the university has created around the globe. The
University of Wyoming's International Programs Office has been at the forefront of
developing and nurturing comprehensive and sustained international initiatives linking
academic, public, civic, and corporate entities in Wyoming with their counterparts in
different countries. These initiatives include:



             Wyoming - Saratov Initiative (Russia)

       Developed a sociology department and survey research center
   •
       Conducted Business and e-Business education projects
   •
       Held judicial, attorney, and law educator exchanges on Federalism and quot;Rule of Lawquot;
   •
       Collaborated with university administrators on fiscal reform in higher education
   •
       Provided intergovernmental contacts
   •
       Manage citizen exchanges and internships together with Rotary International
   •
       Conduct student exchanges, degree programs, and intensive summer Russian language courses
   •
       Engage in graduate student recruitment
   •
       Linked the Saratov Art Museum with the UW Art Museum
   •
       Connected the universities' libraries
   •

             Wyoming - China Initiative (China)

       Held judicial, attorney, and law educator exchanges on quot;Rule of Lawquot;

       Conduct joint activities in natural resource extraction methodologies
   •
       Provide access for Wyoming businesses to China markets
   •
       Conduct student affairs exchanges with partner institutions
   •
       Hosted Chinese teachers of English language/American culture
   •
       Provide intergovernmental contacts
   •
       Developed joint (2+2) undergraduate degree programs
   •
       Bring Chinese language instructors to UW’s language department
   •
       Conducted an exchange of nurses
   •
       Facilitated discussions on joint partnerships in alternative fuels
   •

                  Wyoming - Sunshine Coast Initiative (Australia)

       Engage in student study abroad programming
   •
       Established a tri-national research and training project on national park management
   •
       Delivered joint short courses for public health professionals

       Exchange faculty in the environmental, natural, and health sciences.

             Wyoming - Guatemala Initiative (Guatemala)

       Engage in student study abroad programming

       Conduct short courses in Counselor Education

       Participate in environmental and engineering education

       Conducted short-term exchanges of university administrators

       Signed an agreement with Johannesburg University

       Delivered short summer course on race

       Designed and implemented research projects on watershed management

       Signed with Kruger National Park a research agreement
   •



The University is currently working with Tunisia, building a new university alliance with
major focus on Arabic language study among other areas of shared academic interests.
All of the efforts invested in building these formalized initiatives also mean that the
University will work to provide enough resources to sustain these efforts. It is my view,
being both a member of the International Education Steering Committee and the
Cheney Scholarship Committee, that the University has created a pattern where
decisions to build focused collaborative university relationships is a valuable approach
to their success in internationalizing students and faculty. These initiatives build richer
learning experiences for faculty and students as the relationships are built over a longer
time period and more extensive discussions are undertaken to explore areas of shared
interest and need.

Last, I would just share that the Division of Social Work has been very successful in
securing some funds that help us build new international study abroad courses that will
run during our summer sessions and in the “winter term,” that time in January between
semesters. We have a course available this January for students to go to Guam. Some
focus will be given to colonialization in the Pacific Rim along with learning about social
programs in this U.S. territory. The next summer term course will be a course study
abroad in Kathmandu, examining the needs of rural families around the city of
Kathmandu. The course will also give students the opportunity to learn about the
change to a capitalist economic underway in China.

The UniWyo Federal Credit Union Study Abroad Scholarship is a prestigious scholarship for outstanding

  • 2. Mona C. S. Schatz ISWK Conference Boston, MA (2008) Introduction UW has built a range of programs that support students and faculty engaged in international study and research. The University approved a 5 year plan, beginning in 2004, with the goal to double the number of students who have some international study abroad experience. This goal will probably be reached by next year. Currently the University is engaged in its next five year planning cycle and the goal for international student opportunities during this next five year period is proposed that 20% of all enrolled UW students will have some international learning experience, preferably traveling abroad while in their university studies. That translates to approximately 2,400-2,500 students yearly doing some kind of international study experience, looking to study abroad opportunities. Moving to this new goal requires both strengthened infrastructure in the university and increased resources that support the financial costs of going abroad to study and/or conduct research projects. The University has also invested in international recruitment efforts to bring non-US students to our campus. The Office of International Students and Scholars (ISS) helps students and faculty who come to the campus from other parts of the world. This office also engages in recruitment of international students, traveling to many parts of the globe annually. As infrastructure for the international initiatives, an International Programs Office is a central administrative structure; the Department of International Studies is a primary academic structure. This office of International Programs has an Advisory Committee composed of non-University representatives, a number of whom have made significant contributions to support this academic internationalization. Additionally, an International Education Steering Committee composed of Deans and Directors of Colleges meets monthly and serves as a coordinating body for the extensive array of international initiatives throughout the Colleges on campus, as well as having representatives from the Admissions unit and the English as a Second Language unit. Funding for both faculty and student international travel has grown at UW through a new endowment of $32 million by Vice President Cheney and his wife. This endowment provides four unique funding opportunities. Dick and Lynne Cheney Study Abroad Grants Minimum GPA required of 3.0 cumulative or better; students must be at least a sophomore or through their first semester of graduate work. Small grants that assist students in covering costs for international and in-country travel during their study abroad.

Schatz ISWK Conference Boston, MA (2008) Dick and Lynne Cheney Fellowship for Excellence in Study Abroad The Fellowship serves as a stipend for outstanding students that will make a significant contribution to their field via international study or research. Dick and Lynne Cheney International Semester Support Scholarship This program provides assistance to Wyoming students who have extended their time to degree in order to participate in an international experience. Dick and Lynne Cheney International Award for University Sponsored and Recognized Student Organizations The Dick and Lynne Cheney International Award for University Sponsored and Recognized Student Organizations is group award designed to support UW-sponsored and officially recognized groups that pursue projects with substantial potential to succeed and enhance UW’s goals for internationalization. Additionally, the university has six additional scholarship options generated through donations to the University in addition to its primary International Programs Study Abroad Scholarship Program. The International Program Office also provides extensive information on non-UW funding sources for student study abroad. These are posted on their website and have been appended at the end of this paper. Also contributing to the University’s commitment to student international study and research are the direct commitments the university has created around the globe. The University of Wyoming's International Programs Office has been at the forefront of developing and nurturing comprehensive and sustained international initiatives linking academic, public, civic, and corporate entities in Wyoming with their counterparts in different countries. These initiatives include: Wyoming - Saratov Initiative (Russia) Developed a sociology department and survey research center • Conducted Business and e-Business education projects • Held judicial, attorney, and law educator exchanges on Federalism and quot;Rule of Lawquot; • Collaborated with university administrators on fiscal reform in higher education • Provided intergovernmental contacts • Manage citizen exchanges and internships together with Rotary International • Conduct student exchanges, degree programs, and intensive summer Russian language courses • Engage in graduate student recruitment • Linked the Saratov Art Museum with the UW Art Museum • Connected the universities' libraries •

Schatz ISWK Conference Boston, MA (2008) Wyoming - China Initiative (China) Held judicial, attorney, and law educator exchanges on quot;Rule of Lawquot; • Conduct joint activities in natural resource extraction methodologies • Provide access for Wyoming businesses to China markets • Conduct student affairs exchanges with partner institutions • Hosted Chinese teachers of English language/American culture • Provide intergovernmental contacts • Developed joint (2+2) undergraduate degree programs • Bring Chinese language instructors to UW’s language department • Conducted an exchange of nurses • Facilitated discussions on joint partnerships in alternative fuels • Engage in graduate student recruitment Rule of Lawquot; education projects • Wyoming - Sunshine Coast Initiative (Australia) Engage in student study abroad programming • Established a tri-national research and training project on national park management • Delivered joint short courses for public health professionals • Exchange faculty in the environmental, natural, and health sciences. • Wyoming - Guatemala Initiative (Guatemala) Engage in student study abroad programming • Conduct short courses in Counselor Education • Participate in environmental and engineering education • Conducted short-term exchanges of university administrators • Provide teaching internships for education students •

Schatz ISWK Conference Boston, MA (2008) Wyoming - South Africa Initiative Conducted short-term exchanges on national park management • Signed an agreement with Johannesburg University • Delivered short summer course on race • Designed and implemented research projects on watershed management • Signed with Kruger National Park a research agreement • The University is currently working with Tunisia, building a new university alliance with major focus on Arabic language study among other areas of shared academic interests. All of the efforts invested in building these formalized initiatives also mean that the University will work to provide enough resources to sustain these efforts. It is my view, being both a member of the International Education Steering Committee and the Cheney Scholarship Committee, that the University has created a pattern where decisions to build focused collaborative university relationships is a valuable approach to their success in internationalizing students and faculty. These initiatives build richer learning experiences for faculty and students as the relationships are built over a longer time period and more extensive discussions are undertaken to explore areas of shared interest and need. Last, I would just share that the Division of Social Work has been very successful in securing some funds that help us build new international study abroad courses that will run during our summer sessions and in the “winter term,” that time in January between semesters. We have a course available this January for students to go to Guam. Some focus will be given to colonialization in the Pacific Rim along with learning about social programs in this U.S. territory. The next summer term course will be a course study abroad in Kathmandu, examining the needs of rural families around the city of Kathmandu. The course will also give students the opportunity to learn about the change to a capitalist economic underway in China.
