• Create opportunities for current and former
CAF members to continue working for
Canadians through the federal public service
• Provide hiring managers with greater access to a
pool of skilled candidates for the public
service

4. PRIORITY ENTITLEMENTS
• Persons appointed ahead of all others if they meet the
essential qualifications
• Two types of priority entitlements and an order of
precedence
• Statutory – set out in the Public Service Employment Act
• Regulatory – set out in the Public Service Employment
Regulations

5. PRIORITY ENTITLEMENTS
Medically released veterans who have been medically
certified able to work
• A new statutory priority entitlement when the medical
release is attributable to service
• Five-year priority entitlement
• First in the order of precedence
• Other medically released veterans – regulatory
entitlement extended from 2 to 5 years

6. HOW IT WILL WORK
Framework has not changed
• Range of statutory and regulatory priority entitlements
• Consider persons with priority entitlement before initiating an
appointment process
PSC Priority System updated to reflect the new priority
entitlements
Approach has not changed:
• Entitlements registered in PIMS
• PSC refers persons with priority entitlement to job opportunities
• Persons with priority entitlement may also apply to
advertisements and self-refer to hiring managers

8. ADVERTISED EXTERNAL PROCESS
Preference for appointment applies after all
priority entitlements in an external advertised
process
• Veterans or survivors of veterans,
then Canadian citizens, then other applicants
• Must meet essential qualifications
• Other qualifications used to select among qualified
veterans or among qualified Canadian citizens

9. ADVERTISED EXTERNAL PROCESS -
AFTER VHA
• Definition of “veteran” includes modern-day veterans -
any CAF member who:
• was honourably released after at least three years of service,
AND
• is not indeterminately employed in the public service
• Veteran is eligible for five years from date of release
• Confirmed in jobs.gc.ca by matching CAF service number, last
name and first name of applicant to a list of eligible veterans
provided by DND
• Information included in applicant file and searchable by HR

11. HOW DOES PREFERENCE WORK?
• No person with a priority entitlement is found qualified
in an advertised external appointment
• Eligible veterans in the area of selection
• Who provide a complete application in the allowed time and
• Provide information required to confirm eligibility (service
number matching)
• Participate in the assessment
• Found qualified on the essential qualifications
• Found qualified on any other qualifications

• Serving CAF members and veterans are eligible to
participate in internal advertised appointment processes
• Minimum of three years of service
• Not indeterminately employed in the public service
• For a period of up to five years after date of release
• Area of selection - only the employment equity criterion
applies
• Be found qualified to be appointed

• No person with a priority entitlement is found qualified
• Veterans’ access to internal advertisements granted on the
jobs.gc.ca when their service number, last name and first
name are matched with the list of eligible veterans provided
by DND
• Area of selection does not apply – except the
employment equity criterion
• Must provide a complete application in the allowed time,
participate in the assessment, be found qualified, and selected
for appointment
