One Government, One Network
 Major Imperatives
– Costs
– Sustainability
– Security
– Interoperability
– Human Capacity
– Government Reform
The Internet Age Challenge For
Governments
Galaxy Backbone: The Mandate
 Build and operate a single nationwide network to deliver
network and internet connectivity to all Government MDAs.
 Be the provider of all internet bandwidth and space segment
(satellite) to all Government MDAs.
 Be the provider of transversal infrastructure and services to all
Federal Government MDAs, e.g. manage Government Data
Centers and databases, Identity Management, IP-telephony
and other solutions.
 Leverage the capacity of the network to provide connectivity
and internet access to rural and underserved communities.
 Leverage the capacity of the network to provide connectivity
and internet access to 3rd party customers.
benefits
Common platform for addressing
the connectivity and other
technology imperatives of
Government MDAs.
Achievement of significant
cost savings through
economies of scale. Target is
$70m per year.
Sustainability, sustainability,
sustainability!!!
Availability of skilled manpower to
manage ICT facilities and services
across government.
Provision of the technology platform to
support Government’s reform
program to improve cohesion and
efficiency.
Single network platform provides
Government with secure and
reliable network connectivity that
can be managed and monitored
from a single point.
1-Gov.net
 Symbolizes a single pervasive ICT infrastructure
platform government (1-GOV) supporting open
IP technologies (.net)
 Platform for e-Government programs
 Comprises technologies, standards and
processes that drive consistency, reliability and
inter-operability
 Enables Open Access architecture where
services can be regarded separately from
underlying physical infrastructure
Scope of Network Services
Galaxy’s approach to fulfilling its mandate can be viewed as a concentric build up
of a common platform for development and good governance.
Support Digital
Inclusion for all
local communities
and extend
services the Sub-
region

 Enterprise Application Hosting
 Data Center Services
– Server Hosting
– Business Continuity Services
– Disaster Recovery
 Implement, maintain and operate wide area networks
 Provision of Internet Services
 Provision of network management services
 Provision of specialist LAN support to regions
 Provision of operational security services
Current Challenges
• Uncoordinated patch work of local area networks with varying levels of functionality
• Only 30% proper coverage of all offices within the complexes
• ZERO cross functional connectivity (i.e - connections between MDAs housed in the
complexes)
• ZERO cross functional connectivity between Federal Secretariat complexes and
Secretariats at the states or geo-political zones
• Multiple and separate internet connections operated and managed by multiple
vendors within Federal Secretariat alone leading to wasteful multiple procurement,
fiscal accountability and supplier management processes
• Uncoordinated service delivery and support, training of manpower and capacity
planning
• ZERO network and Information Security and too many loopholes (over 60) for cyber
attacks to steal or tamper with Government information
The Solution: 1-Gov.net

One Platform : Threat or Opportunity
Currently processing over N2bn worth of contracts to be awarded to
private companies for provision of infrastructure and services to FG
MDAs
Partnering with private companies to deliver integrated solutions
through our Hosted Services model – Inspired Technologies, Skye
Bank, etc.
Providing Consulting Services to FG MDAs for projects awarded to
private companies; from Vendor Selection through Project
Management to Quality Assurance
• Supporting genuine and professional ICT companies as SPs/SIs to FG MDAs
Galaxy is careful not to invest in infrastructure in locations already
covered by private sector, rather we’ll lease or buy capacity
The Evolution of Opportunities in the
Public Sector
 Private Sector companies should move up on the value chain;
commodity and middle-man business will end.
 Data and network security guidelines must be implemented.
 Interoperability is key to the development of electronic
Governance.
 Nationwide rollout of NICEP project, so no need to duplicate
VSAT infrastructure. Over 1400 site implemented.
 The 1-Gov.net platform provides an opportunity for Private
Sector driven e-Government services.

  • 8. The Internet Age Challenge For Governments
  • 9. Galaxy Backbone: The Mandate  Build and operate a single nationwide network to deliver network and internet connectivity to all Government MDAs.  Be the provider of all internet bandwidth and space segment (satellite) to all Government MDAs.  Be the provider of transversal infrastructure and services to all Federal Government MDAs, e.g. manage Government Data Centers and databases, Identity Management, IP-telephony and other solutions.  Leverage the capacity of the network to provide connectivity and internet access to rural and underserved communities.  Leverage the capacity of the network to provide connectivity and internet access to 3rd party customers.
  • 10. benefits Common platform for addressing the connectivity and other technology imperatives of Government MDAs. Achievement of significant cost savings through economies of scale. Target is $70m per year. Sustainability, sustainability, sustainability!!! Availability of skilled manpower to manage ICT facilities and services across government. Provision of the technology platform to support Government’s reform program to improve cohesion and efficiency. Single network platform provides Government with secure and reliable network connectivity that can be managed and monitored from a single point.
  • 11. 1-Gov.net  Symbolizes a single pervasive ICT infrastructure platform government (1-GOV) supporting open IP technologies (.net)  Platform for e-Government programs  Comprises technologies, standards and processes that drive consistency, reliability and inter-operability  Enables Open Access architecture where services can be regarded separately from underlying physical infrastructure
  • 12. Scope of Network Services Galaxy’s approach to fulfilling its mandate can be viewed as a concentric build up of a common platform for development and good governance. Support Digital Inclusion for all local communities and extend services the Sub- region Connect Government at all levels in Nigeria Connect all MDAs in the FCT (MAN, WAN) Network Federal Secretariat Complexes (LAN, MAN) 1-GoV.net Common ICT Platform For Development

  • 17. One Platform : Threat or Opportunity Currently processing over N2bn worth of contracts to be awarded to private companies for provision of infrastructure and services to FG MDAs Partnering with private companies to deliver integrated solutions through our Hosted Services model – Inspired Technologies, Skye Bank, etc. Providing Consulting Services to FG MDAs for projects awarded to private companies; from Vendor Selection through Project Management to Quality Assurance • Supporting genuine and professional ICT companies as SPs/SIs to FG MDAs Galaxy is careful not to invest in infrastructure in locations already covered by private sector, rather we’ll lease or buy capacity
  • 18. The Evolution of Opportunities in the Public Sector  Private Sector companies should move up on the value chain; commodity and middle-man business will end.  Data and network security guidelines must be implemented.  Interoperability is key to the development of electronic Governance.  Nationwide rollout of NICEP project, so no need to duplicate VSAT infrastructure. Over 1400 site implemented.  The 1-Gov.net platform provides an opportunity for Private Sector driven e-Government services. – Socketworks – Iris Technologies – CHAMS – Etc.
