Governments are not fully leveraging the economic benefits of open data. Only 22% of countries with open data initiatives share comprehensive and regularly updated data, and 87% do not utilize capabilities for user participation. While some countries are beginners or followers in open data, no countries are trend setters that engage users effectively and have high political support. Releasing open data can generate revenue by supplementing existing products, creating new products and services, and encouraging new business formation. It also saves costs through reduced transaction costs, cutting redundant spending, and improved service efficiency.
