Axis H.264 Q7401 Video EncoderThe Public Safety Broadband Wireless Video Surveillance camera system (Model PSB-WVSCS-TEC) is equipment with an AXIS Q7401 VideoEncoder. AXIS Q7401 Video Encoder is a high performance, single channel solution that integrates an analog camera into an IP-based videosurveillance system. With outstanding video processing capabilities, AXIS Q7401 delivers superb video quality and significant savings in bandwidthand storage. The AXIS Q7401 offers the highly efficient H.264 video compression, which drastically reduces bandwidth and storage requirementswithout compromising image quality. The encoder can stream multiple H.264 streams. Motion JPEG is also supported for increased flexibility. AXISQ7401 can deliver multiple, individually configurable video streams simultaneously at full frame rate in all resolutions up to D1 (720x480 in NTSC,720x576 in PAL). This means that several video streams can be configured with different compression formats, resolutions and frame rates fordifferent needs. AXIS Q7401 includes intelligent capabilities such as enhanced video motion detection, active tampering alarm and audio detection.The encoder’s external inputs and outputs can be connected to devices such as sensors and relays, enabling the system to react to alarms and activatelights or open/close doors.                                   32GB of local Network video storage at the edgeThe PSB 32GB of local Network video storage at the edge allows you to store evidence quality video at the edge at 30fps, 4CIF, H.264 whilestreaming a second H.264 video stream at a much lower frame rate and resolution of 12fps, 2CIF over the wireless network, back to the NOC. Thisallows you to scale your camera network up to hundreds of camera without running out of bandwidth on your wireless network. The evidencequality video on the edge, can be uploaded at any time using FTP and then loaded into the Insight Video Net (CMS) Central Management System,which is a powerful software solution that manages critical digital evidence and automates video filing and storage across a wide area network. Theframe rate and resolution for the wireless video stream can be easily increased with a few key strokes, when needed to view a live incident at a higherframe rate and resolution.When the network connection from the Image Server to the camera is not operational, the Camera-Sub-System continually stores video at the edgefor up to 7 days at H.264, 30fps, 2CIF. When the network connection is back up, this stored video at the edged can be uploaded using FTP.See the chart below for the number of days of video storage for 32GB of video storage at the edge. The bandwidth required for 50 AXIS 233Dcameras configured for evidence quality video of MPEG-4, 30fps, 4CIF is 130 Mbits. When using local video storage you can configure the AXISQ7401 to stream video back to the server at H.264, 12fps, 2CIF, which requires a total bandwidth of 12 Mbits. The bandwidth is reduced by 118Mbits as compared to an AXIS 233D solution. The total Disk Storage for 30 days of video is reduced by 36 TB. This built in wireless Clientcan interface to several wireless platforms that have a standards base WiFi 802.11 Access Point built into their solution,including Cisco, Tropos, Proxim, Skypilot, BelAir Networks and others. The wireless module also has a built in 2.4 or4.9 Access Point, which allows local wireless connection to the camera from Police Vehicles’ wireless clients. OtherFixed or PTZ wireless cameras in the area can also connect wirelessly to the build in Access Point, to extend a Fiberconnection. Optional built in Self-Test with Automatic-Reboot moduleThe self-test with automatic-reboot module uses a heart-beat management program that resides on the server in NetworkOperation Center. This program provides the Camera-Sub-System a heart beat by sending commands to the Video-Encoder or IP-Camera output relay over the wireless network. The Encoder or Camera’s output relay provides a heart-beat to a failsafe device inside the camera enclosure. If this heartbeat fails because of a Video-Encoder, IP camera,Ethernet-Switch, or Wireless-Router lockup, the failsafe device resets these components automatically to bring the camerasystem back on line within seconds of a component lockup.                        Optional built in Camera System Alarm moduleThe alarm module monitors the temperature and humidity inside the camera enclosure to identify problems before there isa failure. With the optional UPS, the AC power is also monitored. If the Temperature/Humidly threshold are exceeded orthere is AC Power failure, a alarm is sent to the Video Management system through either the Video Encoder or IPCamera alarm inputs.          Optional 1-TB RAID Network Video Recorder computer moduleThe optional 1-TB RAID Network Recorder module includes a 1.6 GHz Intel Atom computer that supports severalNetwork Video Recording software. The computer module can support up to 4 cameras. The computer comes with XP-Pro loaded, and also supports Linux, Win CE and XPe. The computer has two SATA 3/Gb/s 500GB hard drives mountedin a removable RAID case. The drives can be configured for several RAID configurations including Mirror, whichprovides a complete backup of all stored video. When configured for Mirror, there is 500GB of video storage available,which can store more than 30 days of video at H.264/30fps/4CIF. When configured for Span, there is 1TB of videostorage available, which can store more than 60 days of video at H.264/30fps/4CIF. In the event of a wireless PTP linkfailure or power outage, the video storage can be retrieved by removing the drive case from the camera enclosure. Thevideo can also be retrieve at the camera site from the ground by accessing the Camera-Sub-System’s optional built in 2.4or 4.9 GHz router and downloading the video to your laptop. If the City wishes to purchase this local video storage option,we wojld recommend a configuration of one NVR computer per four cameras at a intersection.      Optional Bosch Video Encoder with 250GB of video storage at the edgeThe optional Bosch Video Encoder is a high performance, single channel solution that integrates an analog camera into anIP-based video surveillance system. With outstanding video processing capabilities, the Bosch encoder delivers superbvideo quality and significant savings in bandwidth and storage. Our Bosch Video Encoder module also has a built in harddrive video storage at the edge. Storing video at the edge with either the PSB 1TB Raid Network Video Recordercomputer module or the Bosch hard drive video encoder module, allows you to store evidence quality video in a localhard drive inside the camera enclosure at 30fps, 4CIF while streaming a second video stream at a much lower frame rateand resolution over the wireless network, back to the NOC. This allows you to scale your camera network up to hundredsof camera without running out of bandwidth on your wireless network. The evidence quality video on the edge hard drivestorage can be uploaded at any time to the main video server. The frame rate and resolution for the wireless video streamcan be easily increased with a few key strokes, when needed to view a live incident. The video storage capacity can befrom 10-30 days.

Optional Portable Wireless Video Surveillance Camera system                             The PSB light weight Camera System has an optional integrated 24VDC UPS which can                             power the camera in a portable deployment for up to 5 hours. PSB developed the team to deploy this solution, which consisted of PSB,WiFiCityWide, and Insight Video Net. The system was deployed to detect when a train stops on the train intersection for more than 5 minutes. PSB also designedand developed the Wireless Video Surveillance Camera System and wireless PTM wireless network with their partner WiFiCityWide. The camera system includedan analog camera, Video Encoder, InfiNet Wireless 2.4 Mesh Router and 5.8 PTP Router all integrated into one enclosure. The system also included a traindetection solution that reported to the monitoring station any time a train stop on the tracks. The wireless network included 16 wireless PTP links with two repeatersites, which link up the train intersection cameras in an area that covered 50 square miles. The camera systems also included a 2.4 wireless mesh router, whichallowed Riverside’s Police vehicles to access the camera within a ¼ mile area around each of the 12 camera sites. This 2.4 mesh interface is also used to managethe camera system on site. The 12 cameras are connected back to the City Hall Video Network monitoring station. The Riverside Video Network Monitoring stationwas developed by our partner Insight Video Net. The Riverside camera include an AXIS 214 IP camera, 4.9 Wireless Client, and 4.9 GHz Wireless AP. The 4.9 GHz wireless client connects the cameraautomatically to the 4.9 GHz City-Wide network. The camera was developed to be quickly deployed anywhere in the 50 square miles of the City of Riverside. Thecamera solution is integrated into a single enclosure, with a 90-280VAC power supply, AXIS 214 IP camera, 4.9GHz Wireless Client, and 4.9 GHz Wireless AP. Thecomplete system weights less then 10lb and can be relocated by a single person in less than 60 min anywhere within the 50 square mile network. The built in 4.9GHz AP also provides an IAN Incident Area Network between Police Vehicles and the camera, allowing streaming video directly to the Police Officer’s vehicle. Thislocal 4.9 AP interface is also used to manage the camera system on site. The Riverside network allows video from any of these camera to be streamed into any ofthe Riverside mobile police vehicles. The PSB camera system can also be powered by 12VDC and deployed as a portable system installed on a tripod. Riverside isalso testing PSB Cellular Router option to provide a portable solution that can be deployed outside their City-Wide Network. Riverside is also testing PSB’s RS-232Serial Server module to monitor Riverside’s electric distribution system equipment throughout the city. The integrated RS-232 Serial Server allows Riverside toremotely monitor and control any Citywide equipment equip with a RS232 management port. The proposed LAPD Camera Sub-System is based on the samedesign as the Riverside 4.9 GHz cameras.Public Safety Broadband also developed the team of Lockheed Martin and WiFiCityWide to bid on the 2006 RFP for the City of Riverside Citywide 2.4/4.9 City Widewireless Network. Public Safety Broadband designed and deployed the Pilot network for this proposal, which covered several blocks with a 2.4 and 4.9 Public SafetyNetwork. The Pilot also included, installing in-car video system in several of Riverside’s Police and Fire vehicles that interfaced to the pilot wireless network. The encoder can stream multiple H.264 streams. Motion JPEG is also supported for increased flexibility. The computer module can support up to 4 cameras. The computer comes with XP-Pro loaded, and also supports Linux, Win CE and XPe. The computer has two SATA 3/Gb/s 500GB hard drives mountedin a removable RAID case. The drives can be configured for several RAID configurations including Mirror, whichprovides a complete backup of all stored video. When configured for Mirror, there is 500GB of video storage available,which can store more than 30 days of video at H.264/30fps/4CIF. When configured for Span, there is 1TB of videostorage available, which can store more than 60 days of video at H.264/30fps/4CIF. In the event of a wireless PTP linkfailure or power outage, the video storage can be retrieved by removing the drive case from the camera enclosure. The system was deployed to detect when a train stops on the train intersection for more than 5 minutes. PSB also designedand developed the Wireless Video Surveillance Camera System and wireless PTM wireless network with their partner WiFiCityWide. The camera system includedan analog camera, Video Encoder, InfiNet Wireless 2.4 Mesh Router and 5.8 PTP Router all integrated into one enclosure. The system also included a traindetection solution that reported to the monitoring station any time a train stop on the tracks. The wireless network included 16 wireless PTP links with two repeatersites, which link up the train intersection cameras in an area that covered 50 square miles. The camera systems also included a 2.4 wireless mesh router, whichallowed Riverside’s Police vehicles to access the camera within a ¼ mile area around each of the 12 camera sites. The Riverside network allows video from any of these camera to be streamed into any ofthe Riverside mobile police vehicles. The PSB camera system can also be powered by 12VDC and deployed as a portable system installed on a tripod. Riverside isalso testing PSB Cellular Router option to provide a portable solution that can be deployed outside their City-Wide Network. Riverside is also testing PSB’s RS-232Serial Server module to monitor Riverside’s electric distribution system equipment throughout the city. The integrated RS-232 Serial Server allows Riverside toremotely monitor and control any Citywide equipment equip with a RS232 management port. The proposed LAPD Camera Sub-System is based on the samedesign as the Riverside 4.9 GHz cameras.Public Safety Broadband also developed the team of Lockheed Martin and WiFiCityWide to bid on the 2006 RFP for the City of Riverside Citywide 2.4/4.9 City Widewireless Network.
