Government Construction Strategy
This identified need to improve public sector construction and
 contribute to growth and efficiency through a number of
 means. One of these was:

“Delivering alignment of design & construction with operation
 and asset management.”

This is by building on the BSRIA Soft Landings Framework to
 look at the project stages of:

1.Inception and briefing
2.Design Development
3.Pre-Handover
4.Initial Aftercare
5.Aftercare 1 – 5 years after handover

(GSL)
What is it?

A method to:

- Ensuring that projects meet the business outcomes needed
- Assess the needs of maintainers and users through their
  early engagement
- Combined with BIM a method to review delivery of needs
  through design and construction
- Working with suppliers, operators and users to ensure a
  smooth transition from construction to operation
- Assess the delivery of operational needs in use
- Mandated from Government Construction Board for full
  implementation in line with BIM
GSL Guiding Principles

 •   GSL will be a key element of the design and construction
     process maintaining the ‘golden thread’ of the building purpose
     through to delivery and operation
 •   Early engagement of end user and inclusion of GSL champion
     on project team during the design/construction process
 •   Commitment to aftercare post construction from design and
     construction team
 •   Post occupancy evaluation and feedback to
     design/construction team and lessons learnt captured for
     future projects
 •   Combined with BIM will provide a fully populated asset
     data set to feed into CAFM systems and modelling will
     enable planning modifications, this data will need to be
     maintained throughout the building life cycle
GSL Policy – Actions needed
•   ‘Golden thread’
     – Client to have clear targets around all or some of 4 areas at
       the start
•   GSL Champion
     – From client / end user: to oversee process using guide
•   Commitment to aftercare
     – Designers and contractors be engaged post construction.
       (Contractual approach being developed).
•   Post occupancy evaluation and feedback
     – Energy monitoring (TM22 )
     – Other measures based on ‘golden thread’
     – FM needs to be pro-active in change management
     – Good practice commissioning to be followed
•   Combined with BIM data needs to be fed into CAFM systems
     – Being developed through BIM Technology Alliance Group

The role of the GSL Champion
Critical to ensuring that a project meets client and user
needs and is maintainable.
Is not an additional cost or contractual role to the
project, skills required already exist within Estates/
FM teams.
-Role identified within project team
-Act as a pro-active voice for end users and FM
-Support on delivering four areas of focus and embed measurements
-Identify and prevent traditional problems from being realised on
government projects
-Ensure BIM data feeds into CAFM systems with fully populated asset
register
-Maintain continuity of involvement with the project from concept to
operation
-Ensure post occupancy evaluation and monitoring undertaken and lessons
learnt feedback for future projects via BIM
Post Occupancy Evaluation & Aftercare
Perception of contractors by operators was one where they walk away
from completed projects and leave client and building management teams
to guess how buildings work or review reams of manuals.
Designers have not been incentivised to identify if the design has met the
business needs.


GSL will bring a new focus to:
-Aftercare: Through handover and initial occupancy
through a developed and resourced plan.
-Post Occupancy Evaluation: Establish success of
outcomes against expectations and feedback.
-Standardised measurement key – TM22/BUS
being explored
-Automatic population of CAFM from BIM data sets
through COBie

•   BIM Task Group to manage implementation of GSL whilst ownership
    remains with GPU
•   Updated pack of GSL Guidance documents issued
•   Develop GSL communications plan & launch working with industry
    groups

  • 4. Government Soft Landings (GSL) Government Construction Strategy This identified need to improve public sector construction and contribute to growth and efficiency through a number of means. One of these was: “Delivering alignment of design & construction with operation and asset management.” This is by building on the BSRIA Soft Landings Framework to look at the project stages of: 1.Inception and briefing 2.Design Development 3.Pre-Handover 4.Initial Aftercare 5.Aftercare 1 – 5 years after handover

  • 7. Government Soft Landings (GSL) What is it? A method to: - Ensuring that projects meet the business outcomes needed - Assess the needs of maintainers and users through their early engagement - Combined with BIM a method to review delivery of needs through design and construction - Working with suppliers, operators and users to ensure a smooth transition from construction to operation - Assess the delivery of operational needs in use - Mandated from Government Construction Board for full implementation in line with BIM

GSL Guiding Principles • GSL will be a key element of the design and construction process maintaining the ‘golden thread’ of the building purpose through to delivery and operation • Early engagement of end user and inclusion of GSL champion on project team during the design/construction process • Commitment to aftercare post construction from design and construction team • Post occupancy evaluation and feedback to design/construction team and lessons learnt captured for future projects • Combined with BIM will provide a fully populated asset data set to feed into CAFM systems and modelling will enable planning modifications, this data will need to be maintained throughout the building life cycle

GSL Policy – Actions needed • ‘Golden thread’ – Client to have clear targets around all or some of 4 areas at the start • GSL Champion – From client / end user: to oversee process using guide • Commitment to aftercare – Designers and contractors be engaged post construction. (Contractual approach being developed). • Post occupancy evaluation and feedback – Energy monitoring (TM22 ) – Other measures based on ‘golden thread’ – FM needs to be pro-active in change management – Good practice commissioning to be followed • Combined with BIM data needs to be fed into CAFM systems – Being developed through BIM Technology Alliance Group

  • 11. The role of the GSL Champion Critical to ensuring that a project meets client and user needs and is maintainable. Is not an additional cost or contractual role to the project, skills required already exist within Estates/ FM teams. -Role identified within project team -Act as a pro-active voice for end users and FM -Support on delivering four areas of focus and embed measurements -Identify and prevent traditional problems from being realised on government projects -Ensure BIM data feeds into CAFM systems with fully populated asset register -Maintain continuity of involvement with the project from concept to operation -Ensure post occupancy evaluation and monitoring undertaken and lessons learnt feedback for future projects via BIM

Post Occupancy Evaluation & Aftercare Perception of contractors by operators was one where they walk away from completed projects and leave client and building management teams to guess how buildings work or review reams of manuals. Designers have not been incentivised to identify if the design has met the business needs. GSL will bring a new focus to: -Aftercare: Through handover and initial occupancy through a developed and resourced plan. -Post Occupancy Evaluation: Establish success of outcomes against expectations and feedback. -Standardised measurement key – TM22/BUS being explored -Automatic population of CAFM from BIM data sets through COBie

  9. To deliver GSL four areas need to be addressed throughout all of the project. These are: - Environmental Performance: Each project will have an Environmental performance plan at the core of the design brief. - Facilities Management: There will be a clear, cost efficient vision and strategy for managing the facilities. - Commissioning, Training and Handover: The building will be delivered and handed over through a plan specifically designed to meet the needs of the End Users, Building Managers, Facilities Managers and Occupiers. Functionality & effectiveness : Facilities that are designed to meet the needs of the Project Sponsor and Occupiers and provide an effective, productive working environment. Reason for identifying four areas is to support government projects in identifying key areas of performance – recognised that these areas will cross over each other. UNCLASSIFIED
  10. Key to the role is bringing end user expertise at the start of the project. Need to make it clear that this is not an additional cost and; ownership is key – outsourcing this function could lead to failure as no ongoing accountability the GSL champion may be one person or a co-ordinator of others or more depending upon the size of the project and its stage. This is a role thought that may be partly carried out already within existing projects and not recognised. Construction is 7% of UK GDP. £110bn. And public sector is 40%. What the central government say has a massive influence over the industry due to their spending power.
  20. The BIM Task Group brings together expertise from industry, government, public sector, institutes and academia. It has now been a year since the Government Construction Strategy was published by the Cabinet office on 31 May 2011. The report announced the Governments intention to require: collaborative 3D BIM (with all project and asset information, documentation and data being electronic) on its projects by 2016. Then finally, the Construction Strategy… We see that the phrasing suggesting BIM is “probably” the answer has changed to “BIM is the requirement” The £50m limit had been removed. The government now require it. Two clear aims To give better value to the UK tax payer – save 20% on build and operation costs of UK built environment Specify requirements only, this will stimulate higher levels of innovation and lift the UK construction industry. This will make construction more affordable at home and create new opportunities abroad. For 2 years running between 2010 and 2011 we performed our annual National BIM report – see theNBS.com for details. We see An increase in the awareness (not using) of BIM (45->48%) A significant increase in the percentages aware and using BIM (13->31%) A significant decrease in the percentages of people neither aware or using BIM (43->21%) So the tide is turning but still many of our customers appear to be unaware or not using BIM. We expect this to change over the next few years. 95% of respondents said they would be using BIM in 5years time.

  29. Introducing the new NBS Revit Toolbar v1.0 Free NBS plug-in released for Autodesk Revit At NBS we know that our software and technical information fits into the wider construction workflow. With this in mind, we aim to help construction professionals save time and improve accuracy with respect to coordinating their project information. A year ago we released an open software toolkit that allows NBS to be embedded into other software applications. This was done with the hope that other construction software vendors that produce documentation, CAD, programming or costing tools would choose to work with us. We are now delighted to have plug-ins for two of the major international BIM software tools. A plug-in for Graphisoft ArchiCAD was released last year, we have just released a plug-in for Autodesk Revit and we are optimistic that more will follow. Figure 1 below shows the ribbon tool-bar from the Autodesk Revit plug-in. Figure 1 - The NBS for Autodesk Revit plug-in It can be seen that the Revit database may be linked to an NBS specification file. The user may then associate the objects within the Revit model with the corresponding systems and products in the specification. Prior to issuing documentation generated from the coordinated Revit and NBS models, the user may select to "Verify all annotations" to ensure that all associated information is fine and fix any information where required. Figure 2 below shows a washroom that has been annotated using the plug-in: The key reference information from the specification is added as parameters to the corresponding Revit objects. This means that the data may be used in tags and schedules and manipulated to appear in whatever format a particular practice chooses. Furthermore, as these parameters are stored against the objects, then as this information is transferred to construction or FM systems then it is maintained. Figure 4 shows this information within the Solibri Model Checker software following an export from Revit to IFC 2x3.
