올해 2번째로 월드뱅크와 SPARC가 오픈액세스 관련 행사 개최
OKR을 통해 CC 라이선스를 이용, 비용과 제약 없이 WB의 지식
산출물과 국제개발협력 자료를 열람, 다운로드, 재사용할 수
있게 함

 2012년 7월 이후 1년 간 1백만 건, 이후 6개월 간 추가 1백만 건
 올해 말쯤 되면 4백만 건에 달할 것으로 예상

WB의 OKR의 성공 관건은 기존 채널을 통해서는 접근할 수 없
는 지리조건의 연구자, 정책결정자에게 접근성을 보장하는 것

“redefine”이 필요한 시점
 세계은행과 IMF는 향후 연구성과 등을 모든 공적/사적 주체
들에게 공개하기로 함

세계은행 앞으로의 성공여부는 OA와 함께 함
 1) 외부로 세계은행 연구성과 등을 share하는 것 뿐만 아니
라
 2) 내부적으로 driver로 작용할 것임 (internal, external
circulation of knowledge of WB)


 2030년에 가상 시나리오: 빈곤퇴치를 위한 OA

 publishing company side; very basic principle
 과학 연구에서 가장 큰 혜택을 보는 것은 대중(public)이어야 함
 가장 쉬운 방법은 연구 성과 출판물(data, product of research)에 대한 접근
성을 높이는 것
 "data"에 대한 화두
 3가지 범주
○ 1- 정부 데이터-픈 정부, open-machine-readable data, 정부 예산 정보 등
○ 2-federal funding
○ 3-아카데미, 회사
 currency of scientific data, additional credit of the data set: 임의적
 research paper's exchange value에 대한 정확한 평가가 가능할 것인가
 과학 공동체의 지속적인 활동을 위해서 연구 데이터의 평가와 가치 계산에
대해 별도로 고려할 필요가 있음
 Currency of scholarship, research: 관건은 Data Management

영하는, 지속적으로 변화하는 resource
 community 개념→ project 개념
