1. Set out the “environmental
scan”
2. Outline a process of
collaboration
3. Share the goals I‟m setting
for Fingal‟s management
and staff
My 3 key objectives from today‟s presentation
Working Together for Success
Fingal County Council fingal.ie
The Irish macroeconomic position is improving
Strong and consistent
indicators of economic
stability and growth
Fingal County Council fingal.ie
We have a young, growing, well educated and diverse
population
Need to leverage the
advantages of our
demographics
Getting more people back to
work has to be a priority
Fingal County Council fingal.ie
We have a strong, diverse and vibrant business base
Business is demonstrating
positive sentiment on the
outlook ahead
Fingal County Council fingal.ie
Our current and future development plan will be
focused on supporting economic and social growth
A good stock of well zoned
land to support investment,
business and economic
development
County Development Plan
Fingal County Council fingal.ie
We are committed to a strong
and continued process of
collaboration in developing
the strategy
The strategy will be developed through engagement
with our key stakeholders
Fingal County Council fingal.ie
The Local Government Act of 2014 supports a focus
on economic development
Dedicated Strategic Policy
Committee and ongoing
collaboration
Fingal County Council fingal.ie
Utilising all available expertise
to support our plan
We will engage with key sources to support a strong
economic development plan
Fingal County Council fingal.ie
Our economic strategy must
address a wide range of
challenges and harvest some
real opportunities
There are some issues that we will need to address
in both the “economic” and the “development” plans
Fingal County Council fingal.ie
And finally…3 goals I‟m setting for Fingal
1. Fingal is the best council
on economic growth and
social development
2. We deliver quality
services and are
respected for our
customer service ethos
3. We have a highly engaged
and renewed workforce

"Like the leaders who run businesses and shape industries, citizens
want to be surrounded by innovations and technologies that bring
transformation and offer real progress. Which is why, our location in
Mulhuddart is helping IBM to bring more collaborative working
relationships across businesses, and industries, by drawing in this ever
more active engaged citizenry in Fingal who are working to
make this region smarter."

Testimonial - Symantec
“Symantec's operations in Ballycoolin have grown and changed with the
evolution of the company, but all through the process Fingal County
Council have been a trusted partner. Symantec's presence has evolved
from a manufacturing facility to one of our key office locations, and as
the headcount has increased, FCC have provided support and
guidance along the way.
The reasons Symantec came to Ballycoolin remain valid - the
location, the workforce, the proximity to airport and city, and the
infrastructure has continued to improve, but what has emerged as
a key reason for being here is the supportive environment, led by
the local authority”

Working Together for Success
Building an Entrepreneurial
Ecosystem in Fingal
 More new firms?
 More firms?
 Better firms?
 Fewer firm failures?
 More jobs?
 Less unemployment?
 Higher productivity?
 Overcoming disadvantage for groups?
Two Key Choices
1.More (new) firms or „better‟ firms?
2.Delivery via Micro or Macro policies
Choice 1
 More (new) firms
 „Better‟ firms
General Firm Creation Policies
 For
 Higher levels of firm (and job) churning is associated with
subsequent increases in net job growth and productivity
increases
 New (not small) firms are one major source of jobs (some for
short periods of time, some for longer).
 Some firms grow (creating jobs) by expanding the economy,
others by driving out competitors leading to off-setting job
losses with less net job creation
 Against
 Promoting firm creation is a waste of resources – 2/3rds die in
six years and <1% of new firms have >20 employees after 5
years.
 It encourages optimistic but poorly resourced individuals to
take a risk and in many cases make their own position worse
 The link between general firm creation rates and economic
development remains opaque
„Better‟ Firms
 For
 Significant job creation takes place in only a tiny proportion of
firms
 It is the gazelles that transform an economy by changing the
economic and competitive landscape
 Business Support programmes that are selective are
successful – Business Links (UK), Vigo Accelerators (Finland)
 There are too many businesses for everyone to be helped
 Against
 Selecting the businesses to support is very difficult
 The VC sector gets most of its investments „wrong‟ – but
makes its money from the extreme successes
 It is too politically risky for governments to have this form of
payoff
 Delivering selective policies is really tricky - Denmark
Choice 2
Delivery via:
 Micro policies
 Macro policies
Micro Policies
 For
 Every developed country has them
 Information, training, advice, access to finance, public procurement,
export support
 SMEs expect this form of support on the grounds that governments
also help large firms (even more!)
 Self-report data indicates those using this support find it helpful.
 It can be targeted at specific types of firms [high tech?] or owners
[females?] or locations [areas of deprivation?]
 Against
 Careful evaluation studies assessing whether the assistance influences
the performance of the assisted firms point to very weak and
sometimes no impact
 Delivering micro policies requires a substantial bureaucracy and an
enlightened and well-informed political system
 It can be very expensive
 Impact is only apparent in the medium term
 Most of the public expenditure is not on micro policies
Macro Examples
 Sweden/ Denmark: change the tax and benefits
system and facilitate immigration
 MENA: Get more females into enterprise
 Mexico: open up the finance markets and reduce
state role
 New Zealand: High speed broadband in rural
areas
 Many low/middle income countries: telephones;
water supply; transport
What Policies Seem to Work?
 Varies by „problem‟ being addressed
 Varies by country and region
 Varies by assessment method used
 Varies with macro-economic circumstances
 Varies with level of economic development
 So, no „one size fits all‟
 BUT Macro policies seem to have clearer impacts
than micro policies
Where is the Jury Still Out?
 Policies to improve access to finance
 Policies to change „attitudes‟
 Policies to encourage SMEs to provide more
workforce training
 Policies to provide firms or individuals with „advice‟
Resulting Outcomes
 New and small firms can contribute to economic welfare and
development
 Governments / Councils can contribute to / or reduce that
contribution
 The effectiveness of policies depends on the circumstances
of the region
 Very broadly there seems clearer evidence of the impact of
macro policies – regulation, tax, macro-environment,
competition, policy delivery
 Less evidence of impact of micro policies on access to
finance, advice, training or cultural change
 This suggests that little can be done at local level that will
impact greatly upon the entrepreneurial ecosystem
Building From the Ground Up
 Entrepreneurs must lead
the start-up community
 The leaders must have a
long-term commitment
 The start-up community
must be inclusive of
anyone who wants to
participate in it
 The start-up community
must have continual
activities that engage the
entire entrepreneurial stack
 www.youtube.com/watch?v=zXD5vt
0xhyI
 See http://startupireland.ie/
Recommendations by „Entrepreneurship
Forum‟
That Could be Adopted in Fingal
 Introduce a Register for volunteer entrepreneurs who would be willing to visit schools to engage
with students at local level.
 Develop a registry and process for „Office Hours‟ to facilitate entrepreneurship mentoring (peer-to-
peer mentoring is hugely effective).
 Establish volunteer peer-mentoring initiatives, organised and facilitated by individuals,
entrepreneurs, and industry representative groups. Programme support to be geared toward
enhancing a collaborative start-up community and „give before you get‟ culture.
 As part of an entrepreneurship cultural awareness campaign, create „entrepreneur heroes‟ which
highlight and celebrate role models inclusive of the under-represented profiles
(female/youth/immigrants etc.) as well as the represented profiles.
 Agencies to facilitate an initiative among large companies to allow staff to volunteer to go into start-
ups, giving specific technical and management advice, financial expertise, mentoring etc.
 One-hour webinars should be hosted by Agencies and industry organisations on a monthly basis
featuring topics that enable entrepreneurs to manage their businesses more effectively, and that
people can access in their own time.
 Introduce an online business matchmaking service to help connect those with business ideas with
potential co-founders (Start-Up Fingal).
 Establish a website and e-mail list (hosted and run by volunteers in the private sector) that lists
activities, training, postings, events (e.g. „What‟s up in Fingal‟).
 Successful entrepreneurs should consider establishing accelerator programmes in their local area,
with a mind to investing or encouraging investment in the accelerated companies. Vertical market
accelerators are the avenue most recommended.
 Develop a co-working model that will work in Ireland, to include leveraging unused public buildings
and NAMA buildings
Conclusion
 Fingal has many great advantages and resources
(primarily in terms of infrastructure)
 Challenges include that people and businesses in the
area are transient
 Introduction of LEOs to County Councils provides a
great opportunity for a fresh approach
 Need to establish an Enterprise Strategy that is very
clear in terms of what Fingal CC is seeking to achieve
 Politicians, support agencies, entrepreneurs,
teachers, etc all have an important role to play in
developing the ecosystem
 “Ask not what Fingal is doing for you, but what you
are doing for Fingal”

  • 167. Building an Entrepreneurial Ecosystem in Fingal  More new firms?  More firms?  Better firms?  Fewer firm failures?  More jobs?  Less unemployment?  Higher productivity?  Overcoming disadvantage for groups?
  • 168. Two Key Choices 1.More (new) firms or „better‟ firms? 2.Delivery via Micro or Macro policies
  • 169. Choice 1  More (new) firms  „Better‟ firms
  • 170. General Firm Creation Policies  For  Higher levels of firm (and job) churning is associated with subsequent increases in net job growth and productivity increases  New (not small) firms are one major source of jobs (some for short periods of time, some for longer).  Some firms grow (creating jobs) by expanding the economy, others by driving out competitors leading to off-setting job losses with less net job creation  Against  Promoting firm creation is a waste of resources – 2/3rds die in six years and <1% of new firms have >20 employees after 5 years.  It encourages optimistic but poorly resourced individuals to take a risk and in many cases make their own position worse  The link between general firm creation rates and economic development remains opaque
  • 171. „Better‟ Firms  For  Significant job creation takes place in only a tiny proportion of firms  It is the gazelles that transform an economy by changing the economic and competitive landscape  Business Support programmes that are selective are successful – Business Links (UK), Vigo Accelerators (Finland)  There are too many businesses for everyone to be helped  Against  Selecting the businesses to support is very difficult  The VC sector gets most of its investments „wrong‟ – but makes its money from the extreme successes  It is too politically risky for governments to have this form of payoff  Delivering selective policies is really tricky - Denmark
  • 172. Choice 2 Delivery via:  Micro policies  Macro policies
  • 173. Micro Policies  For  Every developed country has them  Information, training, advice, access to finance, public procurement, export support  SMEs expect this form of support on the grounds that governments also help large firms (even more!)  Self-report data indicates those using this support find it helpful.  It can be targeted at specific types of firms [high tech?] or owners [females?] or locations [areas of deprivation?]  Against  Careful evaluation studies assessing whether the assistance influences the performance of the assisted firms point to very weak and sometimes no impact  Delivering micro policies requires a substantial bureaucracy and an enlightened and well-informed political system  It can be very expensive  Impact is only apparent in the medium term  Most of the public expenditure is not on micro policies
  • 174. Macro Examples  Sweden/ Denmark: change the tax and benefits system and facilitate immigration  MENA: Get more females into enterprise  Mexico: open up the finance markets and reduce state role  New Zealand: High speed broadband in rural areas  Many low/middle income countries: telephones; water supply; transport
  • 175.
  • 176. What Policies Seem to Work?  Varies by „problem‟ being addressed  Varies by country and region  Varies by assessment method used  Varies with macro-economic circumstances  Varies with level of economic development  So, no „one size fits all‟  BUT Macro policies seem to have clearer impacts than micro policies
  • 177. Where is the Jury Still Out?  Policies to improve access to finance  Policies to change „attitudes‟  Policies to encourage SMEs to provide more workforce training  Policies to provide firms or individuals with „advice‟
  • 178. Resulting Outcomes  New and small firms can contribute to economic welfare and development  Governments / Councils can contribute to / or reduce that contribution  The effectiveness of policies depends on the circumstances of the region  Very broadly there seems clearer evidence of the impact of macro policies – regulation, tax, macro-environment, competition, policy delivery  Less evidence of impact of micro policies on access to finance, advice, training or cultural change  This suggests that little can be done at local level that will impact greatly upon the entrepreneurial ecosystem
  • 179. Building From the Ground Up  Entrepreneurs must lead the start-up community  The leaders must have a long-term commitment  The start-up community must be inclusive of anyone who wants to participate in it  The start-up community must have continual activities that engage the entire entrepreneurial stack  www.youtube.com/watch?v=zXD5vt 0xhyI  See http://startupireland.ie/
  • 180. Recommendations by „Entrepreneurship Forum‟ That Could be Adopted in Fingal  Introduce a Register for volunteer entrepreneurs who would be willing to visit schools to engage with students at local level.  Develop a registry and process for „Office Hours‟ to facilitate entrepreneurship mentoring (peer-to- peer mentoring is hugely effective).  Establish volunteer peer-mentoring initiatives, organised and facilitated by individuals, entrepreneurs, and industry representative groups. Programme support to be geared toward enhancing a collaborative start-up community and „give before you get‟ culture.  As part of an entrepreneurship cultural awareness campaign, create „entrepreneur heroes‟ which highlight and celebrate role models inclusive of the under-represented profiles (female/youth/immigrants etc.) as well as the represented profiles.  Agencies to facilitate an initiative among large companies to allow staff to volunteer to go into start- ups, giving specific technical and management advice, financial expertise, mentoring etc.  One-hour webinars should be hosted by Agencies and industry organisations on a monthly basis featuring topics that enable entrepreneurs to manage their businesses more effectively, and that people can access in their own time.  Introduce an online business matchmaking service to help connect those with business ideas with potential co-founders (Start-Up Fingal).  Establish a website and e-mail list (hosted and run by volunteers in the private sector) that lists activities, training, postings, events (e.g. „What‟s up in Fingal‟).  Successful entrepreneurs should consider establishing accelerator programmes in their local area, with a mind to investing or encouraging investment in the accelerated companies. Vertical market accelerators are the avenue most recommended.  Develop a co-working model that will work in Ireland, to include leveraging unused public buildings and NAMA buildings
  • 181. Conclusion  Fingal has many great advantages and resources (primarily in terms of infrastructure)  Challenges include that people and businesses in the area are transient  Introduction of LEOs to County Councils provides a great opportunity for a fresh approach  Need to establish an Enterprise Strategy that is very clear in terms of what Fingal CC is seeking to achieve  Politicians, support agencies, entrepreneurs, teachers, etc all have an important role to play in developing the ecosystem  “Ask not what Fingal is doing for you, but what you are doing for Fingal”
