Dear President Obama:
Your intervention to design, build and launch Kamehameha I, the
Inter~Island ferry for the State of Hawai`i is requested.
Speculation abounds on the name for the vessel. My due diligence of the
vessels documented and registered on the United States Coast Guard vessel data
base reveals 3 vessels named Kamehameha. Kamehameha I is the first.

My altruistic interpretation and definition of a United States Built, United
States Flag vessel is objectionable to many. Please allow me to share.
Section 27 of the Jones Act, the Merchant Marine Act of 1920 (Title 46
United States Code §883, Public Law 66-261) and implementing regulations
define the term United States Built.
There are many privately owned, privately held and privately held
commercial shipyards in the United States capable of designing, keel laying,
construction and launching Kamehameha I.
There is only one United States Shipyard, that is, the shipyard of the
United States Navy and its network of shipyards in the United States.
Your intercession and discussion with Secretary of the Navy Ray Mabus is
requested. With the United States Navy designing, keel laying on its building
ways, construction, performance sea trials, christening and launching to the sea,
is to have, by my definition, a United States Built vessel.
To meet the Citizenship requirements for control and ownership
requirements of the Jones Act your attention is invited to the organizational
structure of Port Authority of Guam – the Jose D. Guerrero Commercial Port.

“Built by the U.S. Navy, the commercial port was originally located on 24
acres of land leased from the U.S. Navy. Following its release from the
Department of Interior in 1966, 62 acres of land, now known as Cabras
Island, was transferred from the Department of Navy to the Government
of Guam. Thirty acres went to the commercial port and 32 for the
development of an industrial park. To date, over 1,000 acres of land,
inclusive of Apra Harbor land, has been transferred from the federal
government to the Government of Guam for the use of and control of the
Port Authority.
In order to establish an organizational environment more conducive to
providing efficient and reliable cargo services, Public Law 13-87 was
passed on October 31, 1975, establishing the commercial port of Guam as a
public corporation and autonomous instrumentality and naming it the
Port Authority of Guam. On June 17, 2002, Public Law 26-106 was passed
renaming the Port to Jose D. Leon Guerrero Commercial Port, after the
first Commercial Port manager who was very instrumental in having the
United Sates transfer the Port facilities and properties to the Government
of Guam at no cost in 1968.” [Emphasis Supplied]
“As a public corporation, the Port Authority dedicates all of its profit to
the upgrading of equipment and facilities and the continued growth of the
island's seaport.” [Emphasis Supplied]
Your intercession and discussion with United States Transportation
Secretary Anthony Foxx to provide start-up capital by way of a Tiger Grant to
establish the Port of Hawaii as a public corporation is requested.
The United States Department of Defense (DOD), in conjunction with the
U.S. Department of Transportation’s (DOT) Maritime Administration (MARAD),
has designated particular ports around the United States as “strategic seaports.”

The Department of Defense has deemed important, including the
importance of having strategic ports on the Atlantic, Gulf, and Pacific coast and
Alaska.
There are 22 strategic seaports in total: 17 are commercial ports and five
are owned by the military. The current list of 22 strategic seaports includes the
Ports of Anchorage, Alaska; San Diego, California; Long Beach, California;
Hueneme, California; Oakland, California; Concord, California; Jasonville,
Florida; Savannah, Georgia; Morehead City, North Carolina; Wilmington, North
Carolina; Sunny Point, North Carolina; Port of Port Elizabeth, New Jersey;
Philadelphia, Pennsylvania; Charleston, South Carolina; Beaumont, Texas; Port
of Port Arthur, Texas; Corpus Christi, Texas; Tacoma, Washington; Indian Island,
Washington; Norfolk, Virginia; Newport News, Virginia; Guam.
On September 14, 2009, the Port of Guam was designated the 16th
Strategic
Seaport by the Military Surface and Distribution Command (SDDC). SDDC is
the Army Service Component Command of the United States Transportation
Command and is a major subordinate command to Army Materiel Command.
General Duncan J. McNabb (USAF), Commander, United States Transportation
Command, Scott AFB, Illinois, made the announcement to the Secretary of
Transportation, Secretary of the Navy, Under Secretary of Defense for
Acquisition, Technology & Logistics, Vice Chairman, Joint Chiefs of Staff and
The Commander, U.S. Pacific Command.

Hawaii is NOT a designated Strategic Seaport.
Regional Domestic Contract (RDC)-6 [HTC711-13-R-W001] was
awarded on December 20, 2013 by United States Transportation Command
to provide sealift transportation services to deliver Military Surface and
Distribution Command (SDDC) System cargo to/from the Continental United
States, Alaska, Puerto Rico, the Virgin Islands and Hawaii.
By the terms of Regional Domestic Contract (RDC)-6, Hawaii is the
Western Pacific seaport and final terminus point for Military Surface and
Distribution Command (SDDC) System cargo. Matson Navigation, Horizon
Lines and Pasha Transport Hawaii are the major shippers servicing the Hawaii
Trade Lane. Military Surface and Distribution Command (SDDC) System cargo
to/from the Continental United States, Alaska, Puerto Rico, and the Virgin
Islands with a final destination to Guam will be consolidated in Hawaii, break-
bulked after reaching Hawaii or be re-routed to Guam from Hawaii.
Hawaii is the Strategic Seaport.
Your intercession and discussion with Secretary of Defense Chuck Hagel
is requested to correct this obvious oversight.

To conclude my request for your intervention for Kamehameha I, the
Inter~Island ferry for Hawai`i, the following discussion of America’s Marine
Highway Program reveals a necessity for your intercession with Secretary Foxx.
The Marine Highway program administered by the United States
Department of Transportation, Maritime Administration facilitates the
integration of vessels and ports into the surface transportation system.
Hawai`i has not received a designation for a Marine Highway.
My suggestion for Hawai`i is, M-HI.
Many now plead that I exceed the boundary of tradition and the practice
of letting these matters be handled at their level so as not to intrude on you.
These matters were called repeatedly to the attention of Hawaii’s State Executive,
Legislature and Congressional delegation. They did not take action. They were
and still are self-immersed in matters they self-declare to be matters of priority.
