report we would like to share about past, present
and future activities of PT Semen lndonesia
(Persero) Tbk., and subsidiaries in the cement
industry, PT Semen Padang and PT Semen
Tonasa. We would like to say that what we have
carried out during 2O12 are our active

Dengan kesungguhan hati, kami telah
melakukan pemberdayaan masyarakat melalui
Program Kemitraan dan Bina Lingkungan, serta
program pengembangan masyarakat atau
community development (Comdev). Secara
perlahan, jumlah pelaku usaha kecil, menengah
dan koperasi (Ul(MK) yang dibantu melalui
Program Kemitraan terus bertambah sehingga
bisa menyerap lebih banyak tenaga kerja.
Sedang Program Bina Lingkungan telah dapat
membantu masyarakat di sekitar pabrik semen,
dalam penyediaan bantuan berbagai
infrastruktur maupun fasilitas umum dan fasilitas
sosial. Adapun Prograrn Comdev membantu
memberdayakan masyarakat di sekitar pabrik
semen, sehingga kesejahteraan mereka dapat
meningkat,
Para pemangku kepentingan yang kami hormati,
Sesuai dengan Visi dan Misi Perseroan, kami
terus mengembangkan usaha untuk
menclptakan bisnis berkelanjutan. Tentu saja
hal tersebut bukan sesuatu yang mudah karena
berbagai tantangan sudah menanti. Salah
satunya adalah peningkatan permintaan
kebutuhan semen, baik di lingkup nasional,
regional maupun global.
Untuk itulah pada tahun 2013 kami bersatu
menyamakan tekad dengan mengganti narna
menjadi 'PT Semen lndonesia (Persero)i Tbk.
yang akan kami uraikan pada bagian tersendiri
dalam laporan ini. Kami juga memulai

cement, both in national, regional and global

which we will describe in a separate section of
this report. We also started construction of
lndarung Vl plant of PT Semen Padang, as well
as a new cement plant in Rembang Regency,

is limited based on result from interviewing

5etiap tahun Perseroan selalu meningkatkan
penggunaan biomassa sebagai bahan bakar
alternatif untuk rnengurangi pemakaian
batubara. Jenis biomass yang digunakan sebagai
bahan bikar alternatif adalah sekarn padi, serbuk
gergaji, serbuk kelapa (cocopeat) dan limbah
tembakau. PT 5emen lndonesia (Persero) Tbk.,
menargetkan penggunaan biomassa sebagai
bahan bakar alternatif untuk empat unit pabrik
semen di Tuban, secara bertahap dapat
ditingkatkan menjadi 3clo dari kebutuhan bahan
bakar batubara rata-rata 2.000 ton per hari.
Pemakaian biomassa sekaligus dapat
mengurangi emisi gas CO: hingga 15.034 ton

Padang and PT Semen Tonasa continue to
develop renewable energy through the use of
biomass as an alternative fuel to substitute coal,
and gradually reduce electricity consumption.
Since 201 1, PT Semen Padang has been utilizing
waste heat from slag burning to generate
electricity through Waste Heat Recovery Power
Generator (WHRG) installation that generates 8
MegaWatt (MW) of electricity. Electricity from
/HRG has been able to cut 100/o of the electricity
needs at PT Semen Padang and reduce carbon
emissions by 43,117 tons eqCOz annually. [EN6]

Every year the Company always attempts to
increase the use of biomass as an alternative
fuel to reduce coal consumption. Types of
biomass used as an alternativefuel are rice husk,
sawdust, cocopeat and tobacco waste. PT 5emen
lndonesia (Persero) Tbk. is targeting the use of
biomass as an alternative fuel for the four cement
plants in Tuban, to gradually increase to 3% of
the average coal fuel needs of 2,000 tons per

XIV melakukan penanarnan sorgum pada lahan

penanaman scrgum akan ditingkatkan hinglga
20 di Kabupaten Pangkep,5ulawesi Selatan dan
sekitarnya. Nantinya pemanfaatan sorgum
diharapkan dapat rnenggantikan pemakaian

ln this partnership, the Company will recycle
garbage collected to be reused as an alternative
fuel. Waste potential in Gresik and Tuban regions
to be reused as an alternative fuel reaches about
300 tons per day. This innovative project is
expected to be implemented effectively at the

PT Semen Tonasa has been developing sorghum
as biofuel. The Company cooperates with PTPN
XIV to plant sorghum on 1.9 hectares of land.

of Certified Emmission Reduction (CER) will be
conducted at the end of 2013. The emissions
will be calculated by the amount of equivalent
carbon emissions substitution (COz), which is
compensated through carbon credit trading.

Energy needs and consumption during 2012
saw an increase compared to 201 1 in line with
the increase in production. The energy needs
were still supplied by coal which is a primary
energy source and is grouped in direct energy.
Another source of energy is electricity supplied
by PT PLN (Persero) as well as from its own power
plants, and included in the indirect energy along

agreed to build a new plant for PT Semen

received the approval for its Analysis on
Environmental lmpact (Amdal) document, based
on Padang Mayor Decree No.87 of 201 1
regarding the Approval of Amdal, RKL and RPL
Cement Plant activities of PT Semen Padang in
Indarung Village, Padang. The limestone mining
plan to supply Indarung Vl plant, also has been
declared feasible by Padang Mayor Decree
No.161 of 2012 on Environmental Feasibility of
Llmestone Mining Plan.
ln manpower aspect, our determination to
comply with occupational safety and health
(OSH) has resulted in Zero Accident Award for
PT Semen Indonesia (Persero) Tbk.. The award
was granted by the Ministry of Manpower and
Transmigration, for successful/y preventing
accidents during more than 5 million working

cornpensated through carbon credit trading.
Potential revenue through transactions of

The transformation into a strategic holding
provides greater rooms for each company to
contribute more to the local econorny. Our
contribution is realized through the payment of
taxes and levies as regional revenues (PAD) for
development programs. The tax paid by the
company to the region include Land and
Building Tax, Groundwater Use Tax, Mineral
Group C Extraction Tax, Street Lighting Tax and
Motor Vehicle Tax.
Another contribution to the local economy is
the involvement of local companies in the
supply/procurement of goods and services. We
define a local supplier as a company with
headquarters and/or located in the same
province with the location of each company.

We have remuneration mechanism and system
in determining compensation for the
employees. The remuneration system in place
does not discriminate against gender. However,
the amount of income received by female and
male employees of the same rank may vary. This
is not due to discriminatory practices, but more
because of some other factors such as years of
service, benefits/l ncentives and perforrnance
achievements. In general, the income of
employee at the the lowest rank is still higher
than the minimum wage set by local wage

We fulfill the responsibility for product
manufacturing activities and its use with the
principle of compliance with laws and
regulations. This compliance has prevented the
company from facing financial penalty or other
legal sanctions over alleged violations of the law
in the product manufacturing process and its

Our responsibility for product safety and quality
assurance has been started since the mining of
raw materials and production activities at the
plants with mechanized systems and personal
protective equipment (PPE) for employees, to
distribution in sack packaging or bulk with
standard procedures of transportation. The
quality of cement products is continually tested
in each company's accredited laboratory, to meet
their safety and quality assurance to be used.
Through this string of mechanisms, all
companies during 2012 were never penalized

PENGGUNAAN MATERIAL
Meningkatnya produksi semen secara langsung
mempengaruhi tingkat pemakaian material
yang bertambah dibandingkan tahun 201 1.
Kami memperkirakan, permintaan semen akan
terus meningkat sehingga mengharuskan PT
5emen lndonesia (Persero) Tbk., PT Semen
Padang dan PT Semen Tonasa, terus menambah
kemampuan produksi.
Kondisi tersebut menjadikan kami harus dapat
mengelola ketersediaan material agar dapat
memenuhi kebutuhan untuk produksi. Hal ini
perlu dilakukan karena beberapa material utama
adalah bahan baku yang bersifat habis terpakai,
dan beberapa lainnya adalah material pembantu

Material yang didaur ulang di antaranya limbah
industri yang mengandung barang berbahaya
dan beracun (83), seperti copper slag, clay
alumina, gypsum purified, fly ash dan bottom ash.
Pemanfaatan dilakukan dengan cara
pembakaran pada suhu tinggi (i.300 "C),
sehingga beubah menjadi senyawa oksida yang
tidak berbahaya bagi lingkungan namun dapat
meningkatkan kualitas semen yang dihasilkan.

lncreasing cement production directly affected

PT Semen Tonasa, to continuously increase
production capacity.
Therefore we need to be able to manage the
aviitaOitity of materials to meet the production
needs. This is necessary to do because some of
the main materials are consumable raw material,
while some other associated materials are

Recycled materials categorized as hazardous
and toxic industrial wastes, such as copper slag,
alumina clay, purified gypsum, fly ash and
bottom ash. The waste is recycled through
combustion at high temperature (1,300'C), so
it becomes oxide compounds that do not harm
the environment but it can improve the quality

tidak membutuhkan air.
Air hanya digunakan untuk keperluan
pendinginan mesin produksi dan dari air

pemanfaatan air untuk pendinginan mesin
produksi, dan mendaur ulangnya kembali
melalui mekanisme sirkulasi tertutup. Air

mesin produksi, dialirkan ke kolam
penampungan untuk menLrrunkan temperatur.
