The proposal is for a Marine Science and Technology Center on Governors Island to serve as a facility for the Harbor School. It includes educational and public spaces over three floors with potential for revenue generation. The design draws from the original footprint and uses materials like brick to complement neighboring historical architecture while also using glass and geometry for a modern look. Key aspects are a protected academic beach, boat storage, docks, and separation of public and private spaces with potential card access controls.

The beach will not only create habitat for fish and oysters , but will also allow students of the Harbor School an entry point into the water to study these species in their natural habitat

8. Alternative Energy: Ground Source Heat Pumps Geothermal heat pumps offer high efficiency and low operating cost. According to the EPA, geothermal heat pumps can save homeowners 30 to 70 percent on heating and 20 to 50 percent on cooling costs over conventional systems. This information, as well as, reports that have been made by builders who monitor their in-place systems indicate that heating and cooling savings can range between $358 and $1,475, annually. A geothermal heat pump system is a heating and/or an cooling system that uses the Earth´s ability to store heat in the shallow ground or water thermal masses The shallow ground temperature (50-61 F) is warmer than the air above during the winter and cooler than the air in the summer
9. Cost Analysis The building’s 3 floors total an area of19200 sq ft With a burden including fees/bonds/insurance etc. , we estimated $430 per square foot new and $230 per square foot renovated. (NB: Number acquired from David Williams at Davis, Brody, Bond specific to work on Governors Island) The base cost is therefore: (top floors:) 2 * 7777 sqft * $430/sqft + (first floor:) 3648 sqft *$ 230/sqft ; or $7,527,260 It is then necessary to add the cost of the geothermal heat pump: Initial Cost : On average, a geothermal heat pump system costs about $2,500 per ton of capacity, or roughly $7,500 for a 3-ton unit (a typical residential size); our building demands a 60-ton unit, which would therefore cost an additional $150,000 for the ground source heat pump The glass roof is another ambitious aspect of our design, and if it costs $11,774 per 2,000 sqft of glass, and our building requires 8,000 square feet of roof; $50,000 for the glass roof Marine equipment must also be considered as an expenditure. A 5-ton marine crane as requested is estimated to cost $20,000, and docks are estimated at $40 per sqft, for 2,000 sqft of docks; or 80,000 $100,000 for marine equipment Total = 7,527,260 + 150,000 + 50,000 + 100,000 = 7,827,260 Total cost estimate: $8 million
