8. Connection is more important than structure

10. But others will be able to retool

11. Finding the innovators ...

12. ... linking them with the establishment ...

13. ... and putting citizens at the centre of the conversation.

14. We need to design spaces where
those connections can happen

15. Then create them ...

16. ... without forgetting about the disengaged.
