6. Defining e-Governance: E-Governance is a combination of three components: Government-to-Government (G2G) is the online non-commercial interaction between Government organizations, departments, and authorities and other Government organizations, departments, and authorities Government-to-Citizen (G2C) is the online non-commercial interaction between local and central Government and private individuals. For example Government sectors become visibly open to the public domain via a Web Portal. Thus making public services and information accessible to all Government-to-Business (G2B) is the online non-commercial interaction between local and central government and the commercial business sector where businesses can get information and advice on e-business 'best practice‘. 10. Some sample requirements of typical e-Governance solutions are presented below. Security and privacy: The government, or its delegate agency, must manage the public key infrastructure needed for this purpose. Electronic payments system: With proper business reengineering and workflow integration capabilities, unified payment collection can be offered as a service to all government and private sector DM/RM System: Compared with developed countries, relaxed accountability standards for government employees in developing countries make document/record management and the preceding requirements essential for the e-Governance framework. Graphical interfaces/ Voice response: The e-Governance applications should be as accessible to literacy-challenged users as to literate ones. This is very important for the people of Bangladesh where mass people of the country are not literate. So, to become successful to people we have to think in terms of business perspective not just the system constrains . Proposed e-Governance Model and Implementation Plan
11. Record virtualization: The e-Governance IT infrastructure must be deployed in a distributed manner. As the information is huge sensitive so a disaster recovery system is very important where data synchronization is there Service integration: The e-Governance framework prescribes open-standards-based interoperability guidelines, to allow solutions to be created on the basis of reusable building blocks that span multiple government departments. So, redundant application will be less. Solution customizability: The application should be customizable along with the changes in organization, policies, work realignment, etc. Open standard will be useful when too much customizability is there. 13. e-Governance framework: Solution components and technology: Tools: Used to develop the high level reusable building blocks. Services: Provides domain specific service and data models that can be used in multiple government solutions. Solution environment: Provides the capabilities to integrate the changes in application and processes. Proposed e-Governance Model and Implementation Plan

28. Finally we can conclude that e-Governance is an strategic issue. It’s not just a government portal on the internet. It’s all about transforming the process not just translating the process. The study comes up with the customized enterprise e-Governance model which is called 3-Dimensional Visible enterprise model for e-Governance. A proposed model for e-Governance where 3 layers (information, transitional and data mining & analysis) are there and many departments can be there on the other side. This Thesis has also described the eGovernance architecture framework, an e-Governance solution development platform that will lower the cost of developing, deploying, and managing government solutions. Finally, this thesis comes up with the implementation plan of the model. And also the prototype been given here as an example so that one can relate this with the model that has been proposed in this thesis. Conclusions
