• How to bridge the gap between the shortage of ICT skilled workforce and the
high supply of young Europeans in search for a job and an attractive career?
• What are good examples of practices (from ICT companies or others) bridging
that gap?
• How can those practices be replicated and scaled up, including at European
level; what is the role for European policy if any?
• Prepare a multi-stakeholder European coalition for ICT, skills and jobs

learning places (e.g. telecenters) where citizens go in order to connect with other
people, resources and technology and to develop ideas creating social, cultural

managers who are not only expert in technology and management techniques,
but also have the capacity to understand and deal with cross-disciplinary, moral
and inter-cultural issues.
• Use disruptive innovation training & learning schemes to facilitate massive
uptake of e-skills. These can include: open education, distance learning,
apprenticeship, volunteering work, teaching/helping, start-ups, informal learning,
the formation of sustainable communities of practice, creation and sharing of
