Facilitator: Dr. V. P.Sharma
The village Kanchi is located along the river Kanchi
approximately two kilometer west of the national
highway. It is situated at a distance of nearly 45 kms from
Ranchi and lies west of NH 33.
The geographical area of the village is 531.88 hectares
that include cultivable as well as forest land.
The village is a mix of various communities belonging to
ST/ SC and OBC such as Mundas, Lohras, Swansies and
Sahus.
Majority of population is of tribal in the village with
116 households belonging to them. 448 HH in total in
Kanchi Village.
Soil is fertile and agriculture is the main occupation of
inhabitants. River Kanchi flows in the south of the
village and dries up during summer thus, people depend
on monsoon rain for cultivation.
Village Heth Kanchi is a adjoining village with 750
acres of land area and also has the advantage of forest
though not very dense.

The proposed purpose will be To create
awareness among villagers about
developmental programmes-followed by
capacity building of the community for
stabilizing paddy cultivation, in the project
area so as to enable them to manage their
water resources in a sustainable manner for
better quality of life.
The initial aim of the project will be to
help villagers in making them aware
about how to improve the moisture
status during the main crop (Paddy /
Kharif) season and improvements during
the second crop (Rabi) through
decentralized water resource
development. An interface with
concerned department of GoJ and
villagers to be organized as initial step.
to tap the available water resources in and around the
villages for proper utilization through construction of
new facilities and renovation of existing ones.
To achieve sustainable improvement in Livelihood
through:
•Stabilizing of Kharif Paddy.
•Intensification of Paddy.
•Additional livelihood promotion through capacity
building of villagers to take up initiatives in fishery,
vegetable cultivation, animal husbandry etc.
•Upland treatment with horticulture.
It will be a process-oriented approach and not the
target oriented approach to development in project
area.
To achieve sustainability for an increased accent on
building local capacities (Men & Women) in a range
of skills (Technical & Managerial).
Indigenous land and water conservation measures
which communities have been implementing will be
taken up as entry point for land and water activities so
that tribal and rural farmers may identify with them
and not regard them as programme sponsored activity
and a source of short term wages.
Irrigation is an attractive and visible activity so
special attention will be paid to ensure that
water management practices provide equitable
supply of water to all beneficiaries.
Flexibility in programme design will be allowed to
include all persons utilizing the resources at a
particular catchment than watershed based tight
boundaries.

The proposal is innovative and builds on action,
learning, Close monitoring and supervision by
block and district administration would be
required for its success.
To facilities such process a monitoring cell
would be established at the Panchayat or block
level.
Members of Steering committee / Advisory
committee will be nominated for monitoring.
Under convergence, line departments have
taken initiative in identifying and taking technical
approval of the projects by their concerned
department.
These proposals are directly submitted to
DPC for administrative sanction.
The Deputy Development Commissioner
(DDC) issues the sanction order of all the
approved shelf of projects including those
submitted by the line department.
After awareness creation and interface meetings the
steps will be taken for
1.strengthening the prevailing base of livelihood
interventions through consolidation in the current
villages.
2.strengthening the Village Development Committees
(VDC) and Self Help Groups (SHG) to undertake the
responsibility of implementing the livelihood
interventions, and managing them on a long-term basis
through Total/ integrated village management model.
•Strengthening the CBOs towards the implementation and
management of the various livelihood interventions
• Supporting each and every household with assured irrigation support
for about one acre land, to ensure year round food security and
improved quality of life
•Ensuring the equitable and optimum utilisation of the created water
resources through crop diversification and improved agriculture.
•Allied livelihoods such as piggery, poultry, goatery, lac, etc.
•The villagers will be self dependent.
•The levels of income for the beneficiaries are expected to
rise from below poverty line (BPL) households to the
above poverty line (APL) levels
•The key issue of food security will be resolved by the
increase in agricultural productivity and income from allied
activities.

JHARKHAND-A village development model for rural India- DR. V.P.SHARMA

  • 2. The village Kanchi is located along the river Kanchi approximately two kilometer west of the national highway. It is situated at a distance of nearly 45 kms from Ranchi and lies west of NH 33. The geographical area of the village is 531.88 hectares that include cultivable as well as forest land. The village is a mix of various communities belonging to ST/ SC and OBC such as Mundas, Lohras, Swansies and Sahus.
  • 3. Majority of population is of tribal in the village with 116 households belonging to them. 448 HH in total in Kanchi Village. Soil is fertile and agriculture is the main occupation of inhabitants. River Kanchi flows in the south of the village and dries up during summer thus, people depend on monsoon rain for cultivation. Village Heth Kanchi is a adjoining village with 750 acres of land area and also has the advantage of forest though not very dense.

The proposed purpose will be To create awareness among villagers about developmental programmes-followed by capacity building of the community for stabilizing paddy cultivation, in the project area so as to enable them to manage their water resources in a sustainable manner for better quality of life.
  • 21. The initial aim of the project will be to help villagers in making them aware about how to improve the moisture status during the main crop (Paddy / Kharif) season and improvements during the second crop (Rabi) through decentralized water resource development. An interface with concerned department of GoJ and villagers to be organized as initial step.
  • 22. to tap the available water resources in and around the villages for proper utilization through construction of new facilities and renovation of existing ones. To achieve sustainable improvement in Livelihood through: •Stabilizing of Kharif Paddy. •Intensification of Paddy. •Additional livelihood promotion through capacity building of villagers to take up initiatives in fishery, vegetable cultivation, animal husbandry etc. •Upland treatment with horticulture.
  • 23. It will be a process-oriented approach and not the target oriented approach to development in project area. To achieve sustainability for an increased accent on building local capacities (Men & Women) in a range of skills (Technical & Managerial). Indigenous land and water conservation measures which communities have been implementing will be taken up as entry point for land and water activities so that tribal and rural farmers may identify with them and not regard them as programme sponsored activity and a source of short term wages.
  • 24. Irrigation is an attractive and visible activity so special attention will be paid to ensure that water management practices provide equitable supply of water to all beneficiaries. Flexibility in programme design will be allowed to include all persons utilizing the resources at a particular catchment than watershed based tight boundaries. Leadership skills and group dynamics.

Grass root organisation Membership Activity Village Gram Sabha/ Village Development Committee (VDC) Selected member to be nominated by Gram Sabha Participatory democracy to set development priorities & draw out Village Development Plan Self Help Groups Small homogenous groups, especially of disadvantaged women/ men Simple collective action including land and non- land based activities Water user group for water resource management Water user farmers of the village Collective action for water resource management and development of paddy cultivation.
  • 26. The proposal is innovative and builds on action, learning, Close monitoring and supervision by block and district administration would be required for its success. To facilities such process a monitoring cell would be established at the Panchayat or block level. Members of Steering committee / Advisory committee will be nominated for monitoring.

  • 29. Under convergence, line departments have taken initiative in identifying and taking technical approval of the projects by their concerned department. These proposals are directly submitted to DPC for administrative sanction. The Deputy Development Commissioner (DDC) issues the sanction order of all the approved shelf of projects including those submitted by the line department.

After awareness creation and interface meetings the steps will be taken for 1.strengthening the prevailing base of livelihood interventions through consolidation in the current villages. 2.strengthening the Village Development Committees (VDC) and Self Help Groups (SHG) to undertake the responsibility of implementing the livelihood interventions, and managing them on a long-term basis through Total/ integrated village management model.
  • 31. •Strengthening the CBOs towards the implementation and management of the various livelihood interventions • Supporting each and every household with assured irrigation support for about one acre land, to ensure year round food security and improved quality of life •Ensuring the equitable and optimum utilisation of the created water resources through crop diversification and improved agriculture. •Allied livelihoods such as piggery, poultry, goatery, lac, etc.

  • 33. •The villagers will be self dependent. •The levels of income for the beneficiaries are expected to rise from below poverty line (BPL) households to the above poverty line (APL) levels •The key issue of food security will be resolved by the increase in agricultural productivity and income from allied activities.
