2. O que é um REA?
Recursos Educacionais Abertos (REA) são materiais educacionais – livro texto, artigos
científicos, vídeos, áudios, provas, simulações sob um licença que resguarda os direitos
autorais – por exemplo Creative Commons – OU que esteja no format de domínio
público. Em ambos os casos, teremos o acesso gratuito (sem custo) ao recurso e a
permissão gratuíta (sem custo) para engajar nas 4 liberdades “4R”, incluindo:
Reuso: Usar o original ou uma nova versão do REA e diferentes contextos.
Redistribuir (compartilhar): fazer cópias e compartilhar o REA original ou uma nova
versão sua com outras pessoas.
Revise: adaptar e melhorar o REA para atender suas necessidades.
Remix: combinar REAs com outros REAs para produzir novos recursos.

4. Desafios do ensino superior em países em
desenvolvimento
Aumento da demanda para ensino superior formal e informal.
Acesso desigual ao ensino superior, especialmente para grupos mais
vulneráveis.
O aumento do custo do ensino superior.
O questionamento da variável qualidade, a medida que cresce o
número de instituições.
Poder e riqueza que privilegia os países em desenvolvimento.

5. O problema
Com relação aos países em desenvolvimento, o conteúdo aberto não
tem sido largamente utilizado pelas instituição educacionais (Hatakka,
2009).
Isto pode indicar que os materiais educacionais dos países desenvolvidos
podem não estar atendendo as necessidades dos países em
desenvolvimento que possuem difererentes condições de vida.

do REA na perspectiva dos estudantes e professors da educação
superior em instituições de ensino em 9 países em desenvolvimento.

Even a simple resource like video, there are few creators. But there area differences among them.
We need to make them creators and not only consumers. As a creators that really know their consumer , we have a better chance of success will
We found interesting findings when comparing the different countries in our sample. The key motivators for most of our sample was: ‘Down cost for the students’ followed by ‘helping other educators/students’ and the last one was ‘improves the quality of my materials’(Figure 23). If we improve the quality and make more materials available to others ‘open’ or ‘not’, more learner will have better learning experience. This is a true ‘learning community’. The factor ‘Enhancing my reputation amongst my peers’ had the biggest range between the countries.
Reward is not very important!
The top two barriers are: Lack of access and hardware. Both factors are related to developing countries where there is no equal access to technology for all citizens (Figure 26). Except for Malaysia and India, the remaining countries have big range of responses for each barrier.
