In this presentation Fabrice Mous shares his experiences as former ODF project lead for the Dutch government and gives an honest view on the implementation of this policy. This presentation is meant as a lessons learned session and the experiences are to be considered as a set of recommendations.

Deze sessie begint met de geschiedenis en achtergrond van open source software. Van het aloude concept van delen van kennis en broncode tot het licenseren van software als inkomstenbron. Het ontstaan van de vrije softwarebeweging en het besturingssysteem Linux. De opkomst van open source software en de commerciële uptake van open source software. Vervolgens bespreken we de specifiek kenmerken van open source software en wat en waar het gebruik van open source software plaatsvindt. Tevens stippen we kort het Nederlandse overheidsbeleid aan inzake open standaarden en open source software. Daarbij worden de belangrijkste begrippen behandeld en ook de context en evolutie van open source software en open standaarden als een onderwerp van beleid en politiek.

Cloud Computing komt in al haar verschillende vormen tot ons. Het concept is niet nieuw maar meer dan ooit lijken de geesten rijp om IT-diensten via het web aan te bieden en af te nemen. Een complete waaier aan clouddiensten lijkt zich nu te ontwikkelen in de markt en terwijl de verscheidene clouddiensten op zichzelf een sterke propositie bieden doemt de vraag op in hoeverre deze diensten portabel en interoperabel zijn. De presentatie laat zien dat momenteel een keuze voor een specifieke clouddienst (nog steeds) ten koste gaat van een afhankelijkheid op het product en de leverancier. Standaardisatie op basis van open standaarden speelt binnen het domein van cloud computing een uitermate belangrijke rol om vendor lock-in te voorkomen ten aanzien van uw IT-functie en daarmee bedrijfsprocessen.

OpenForum Europe et Fraunhofer ISI ont mené une étude ambitieuse pour la Commission européenne portant sur l’impact des logiciels et matériels open source sur l’indépendance technologique, la compétitivité et l’innovation dans l’UE. Cette étude permettra d’orienter les politiques européennes en matière d’open source pour les prochaines années, mais elle a aussi un intérêt pour les instances gouvernementales à l’échelle mondiale. Notre étude indique que l’impact de l’open source sur l’économie européenne était de l’ordre de 65 à 95 milliards € en 2018 alors que pour cette même année, les pays et les société de l’UE ont réalisé des investissements conséquents dans l’open source, à hauteur de plus d’un milliard d’euros. Les produits de ces investissements sont disponibles pour être réutilisés dans les secteurs public et privé, ainsi que pour faire progresser le développement et l’innovation. Lorsque l’on regarde les chiffres historiques, on voit clairement que l’open source a très fortement contribué à la croissance économique, mais s’il était soutenu par des politiques et des actions adaptées, il pourrait dynamiser bien plus encore l’économie. À titre d’exemple, si les contributions au code open source augmentaient de 10 % chaque année, l’Union européenne verrait son PIB croître de 70 milliards € et pourrait compter 1000 start-ups de plus dans le secteur des TIC. Au cours de cette conférence, des représentants de Fraunhofer ISI et de l’OpenForum Europe partageront dans le détail les résultats de l’étude d’impact économique, des études de cas, une analyse des politiques et des recommandations en la matière.

How to sharpen the demand for public code across Europe and monitor progress with TEDective For six years, the Free Software Foundation Europe has been calling with a broad alliance for publicly funded software to be published as Free Software. This initiative has become a great success: Our demand "Public Money? Public Code!" has found its way into government strategy papers, party programs, as well as coalition treaties, and is being discussed in public administrations across Europe. At the same time, we see less progress than expected and vendor lock ins remain a crucial issue. Digital sovereignty is redefined bypassing Free Software. There is openwashing in publicly funded companies, and government projects in favour of Free Software remain empty words. Public statistics on the procurement of Free Software are largely unavailable. It is therefore no longer enough to promote the idea of "Public Money? Public Code!". We as the Free Software community should be even more vigilant than before – continuing to praise small steps in the right direction, but pointing out and criticising omissions and lack of implementation. We should become more like watchdogs. In the talk we will look at some examples of lack of implementation of Free Software policies. We will discuss how we, as civil society, can identify such shortcomings and how to deal with them. We will present our initiative TEDective – a free-software solution that makes European public procurement data explorable for non-experts, aiming to provide you with a powerful tool to keep an eye on real progress towards "Public Money? Public Code!" across Europe.

De voordelen en nadelen van open source software worden op een rij gezet. Vervolgens worden de verschillende open source licenties besproken en welk strategisch effect een bepaalde licentiekeuze met zich meebrengt. Vervolgens een beschouwing op open source communities en hoe je kunt deelnemen, bijdragen of hoe je zelf een community start. De presentatie noemt een aantal richtlijnen voor adoptie en migratie. Ieder jaar schrijft de vakpers plichtsgetrouw dat het zich aanmeldende jaar een doorbraak voor de Linux en open source desktop zal betekenen. Dat de zakelijke en consumentenmarkt genoeg heeft van de bestaande dure besturingssystemen voor desktopgebruik en een grote doorbraak van Linux op de desktop aanstaande is. Deze grote doorbraak laat nog steeds op zich te wachten. Zo lijkt het gebruik van open source software en Linux op de desktop nog niet zo eenvoudig. Het wordt tijd onszelf een aantal vragen te stellen aan en opnieuw positie durfen te bepalen. Heeft een open source en Linux desktop wel een kans van slagen en zo ja voor welke gebruikers? Wat zijn nu eigenlijk de barrieres voor verdere adoptie van de Linux-desktop. Welke trends zien we in de markt en bij de overheid en welke rol heeft Ubuntu in dit speelveld?
