& TIF Creation Plans RFP

The Ferndale Downtown Development Authority (DDA) will be accepting proposals
from qualified consultants to update the DDA’s Tax Increment Financing (TIF) Plan
of 1981 as amended and to create four (4) new TIF District Plan Areas, in
accordance with Act 197 of 1975. The proposals will identify new areas, outside of
the current TIF area, for redevelopment or improvement; and they will amend and
renew the current TIF Plan of the Ferndale DDA established in 1981. Proposals will
be accepted until 4:00 p.m., September 16, 2010, at the offices of the DDA, located at
149 W. Nine Mile Rd. Ferndale, MI 48220.
BACKGROUND
The City of Ferndale adopted a Master Plan in August 2008. The Master Plan was
developed with a vision to preserve, enhance, and diversify the city. The foci were
expanded to detail and distinguish the goals for the city:
‐ Preservation of the traditional downtown environment and high quality of
public services while keeping the identity, cultural diversity, and creative
population intact.
‐ Enhancement of property maintenance, regional connectivity together with
a pedestrian friendly environment, and resident services and facilities with
technology accessibility.
‐ Diversification of housing and transportation options along with a mixture
of businesses and job opportunities.
The Ferndale DDA’s Business Development Committee will be the lead agency for
this project. The Ferndale DDA’s goals reflect those of the Ferndale Master Plan as
stated in the Downtown Development Plan (2007), which was adopted through the
City’s Master Plan Process, including an emphasis on an active shopping and
entertainment district, with upward densification of the downtown area for office
and residential living space. The project area will be within the DDA boundaries as
identified on the attached map. The Business Development Committee will be
involved with review of the proposals, interviewing of consultants for the project,
submitting a recommendation to the DDA Board and City Council, and working with
the selected consultant to develop a long‐term strategy.
3. Ferndale DDA TIF Renewal RFP
An estimated cost of development and budget entailing a maximum amount
of bonded indebtedness to be incurred along with a statement of the
proposed method of financing.
TIF Renewal and New TIF Plan Areas shall conform to the Oakland County
Performance Standards under MR#3081 – Policy for County Participation in
Downtown Development Authorities with Tax Increment Financing.

Format for Deliverables
o One final document per TIF Renewal Plan and the 4 New TIF Plans
o Maps in electronic format, including PDF, GIS, PSD and JPEG files.
o Final documents in electronic format, including PDF and original
program file that it was created in.
o 20 copies of final documents, bound, full color.
o 24x36 poster of TIF Boundaries and projected CIPs
PROPOSAL REQUIREMENTS
The selection of a consultant will be based on qualifications and the content of the
proposal submitted. At a minimum, proposals should contain the following
information:

Firm name or joint venture
Address
Contact person
A clear and concise response as to why the Business Development
Committee, as empowered by the Ferndale DDA, should select your
firm/joint venture for this work.
Statement of Qualifications of firm/joint venture:
Firm experience and current workload
o A detailed description of similar projects successfully completed by
the firm/joint venture in the past three to five years and a detailed
description of results of that work. Include the name and telephone
number of a contact person for each client who can verify the
information provided.
o Listing of all projects (if any) completed for the City of Ferndale within
the past five years.
o Listing of similar current projects and percent complete.

o A flow chart of team personnel who will actually be assigned to
perform substantial amounts of the work on this project and the role

Sub‐consultant personnel experience
o Names and addresses of any outside consultants or associates
proposed to be involved with this project
o Include each proposed sub‐consultants’ experience and qualifications
as described above for firm’s personnel.
Project Approach
A detailed description of how the firm proposes to approach this project.
Include sufficient discussion of proposed methodologies, techniques, and
procedures for each work item listed in aforementioned Project Scope of
Services.
Provide breakdown and description of tasks assigned per project team
member.
The work program should indicate the formats and number of meetings
proposed for Business Development Committee and staff involvement. The
purpose of these meetings should also be included
Detailed Scope of Work & Timeline
A proposed timeline and method of assuring that the timeline is met,
including the name of the person responsible for the timeline.
Provide a proposed timeline for completion of the key tasks and method to
assure that the timeline will be met.
Budget Proposal
The Business Development Committee will consider fees in its overall
evaluation of the proposals.
Provide in your proposal a not‐to‐exceed cost for all services including all
fees and expenses.
The budget proposal should break the not‐to‐exceed cost into the following
components:
o Itemized costs for the elements identified in the Project Scope of
Services
o Costs for travel, meals, and lodging (for consultants traveling outside
the Metro‐Detroit area)
o If additional items beyond those outlined in this RFP are incorporated
in the proposal, the estimated budget shall list those items separately.
Provide a fee schedule for supplemental charges that may be charged for
additional unforeseen work tasks; if such services should be required via
future contract addendum, such as: fees for conducting additional meeting

with staff, additional stakeholder or community meetings, additional

iterations of revisions, or additional information related to installation, etc.

Insurance
For the selected firm(s), the Ferndale DDA requires that the final approved
contract for professional services specify that the selected firm shall maintain
at all times during the term of the contract, as its sole expense:
o Statutory workers’ compensation in accordance with the laws of the
state where such compensation would be payable. Employers’
liability with limits of not less than $500,000 per accident.
o Motor Vehicle liability insurance on any owned, non‐owned or rented
vehicle with limits of at least $1,000,000 per occurrence combined
single limit bodily injury and property damage.
o Commercial general liability, including products and completed
operations liability, contractual liability, broad form property damage,
personal injury and bodily injury liability insurance with limits of at
least $1,000,000 per occurrence combined single limit.
o Professional services liability with limits of not less that $1,000,000
per occurrence.
o The Ferndale DDA shall be named as “additional insured” on
commercial general liability and motor vehicle liability insurance and
be provided with a certificate of insurance prior to the effective date
of the contract or any renewal contract. The Ferndale DDA shall be
provided with all renewal certificates within 30 days of the expiration
date of any and all policies listed on the certificate of insurance.

Proposals shall be bound (8.5”x11”) such that they lay flat when opened. The
