1. The document discusses e-learning in Europe, noting there are differences between northern and Mediterranean countries in terms of political structures, e-readiness, and learning cultures. While education is managed nationally, there are EU initiatives and programs to promote e-learning and technology-enhanced learning.
2. The document outlines debates on how e-learning can enable lifelong learning and innovation in Europe. It differentiates e-learning models and notes e-learning should not be an end itself but promote learning innovation. E-learning must also be integrated into broader support services for small and medium enterprises.

MENON Network - Learnovation Roundtable
2. CAS Conference - March 09
THIS PRESENTATION ORIGINATES FROM:
• MENON: research and innovation network (DE, FI, HU, IT, GR,
UK) active since 10 years in supporting innovation in learning in
Europe and worldwide
• Learnovation: research project (LLL Programme, DG EAC)
aiming at facilitating the emergence and dissemination of of
innovation paradigms in European learning (with special attention
to ICT use)
• Past experiences: MESO, eWATCH, L-Change, DELOS,
HELIOS, eSKILLS Studies…

E-LEARNING IN EUROPE
• “2 Europes” exist: northern EU countries and mediterranean counries
– Different political scheme
– Different e-readiness level
– Different “learning cultures”
• On the one hand Education is a national matter, on the other many EU
exchange practices schemes exist
• EU initiatives: ECTS, Erasmus (virtual mobiliy), EU CV and e-portfolio, …
• Some cases of good performers (Estonia, Portugal…)
• European Commission propoting ICT use in learning
– MINERVA, eLearning Programmes, LLL Programme
– FP7 (research), TEL - Technology Enhanced Learning
– eCONTENT+ (digital content exchange)
– eSKILLS Initiaive

E-LEARNING IN FP7 (R&D)
From the ICT Workprogramme, Challenge 4: Digital Libraries and Content, Objective ICT-
2009.4.2: Technology-Enhanced Learning:
• Learning in the 21st Century: large-scale pilots for the design of the future classroom
(exploring both technology and teaching practices, for teachers and students, their
orchestration for specific, justified age groupings or subjects)
• Reinforce the links between individual and organisational learning, and creativity:
innovative solutions embedding learning experiences in organisational processes and
practices, through systems embracing talent, knowledge, workflow, collaborative innovation
and competency management.
• Innovative adaptive and intuitive systems for learning featuring affective and emotional
approaches, including related new forms of assessing learning outcomes as well as
feedback/guidance mechanisms (innovative diagnostic techniques) to the learner and the
teacher.
• Revolutionary learning appliances (including toys) and advanced cognitive tutors, able to
promote specific cognitive processing or abilities.
• Focused interdisciplinary networks on specific emerging trends (e.g. serious
games/mobility and learning), linking a limited set of established excellences and learning labs,
and including appropriate mechanisms for cross-fertilisation between disciplines.
• Awareness building and knowledge management on the results of EU RTD projects in the
field.
