3. He did his M.S.C.E from University of Massachusetts and he also received his PhD from the University of Massachusetts on a scholarship. Prior to that, he had completed his B.S.C.E from National Taiwan University.

He celebrated 30 years of his marriage and also the 20th anniversary of his engineering consulting business—L-C Associates, Inc, which he had started in 1981. 8. L-C Associates has around 60 employees working from three different offices and its technical staff includes 24 Bridge/Structural engineers, 15 construction inspectors, six surveyors, three transportation engineers, and three transportation engineers/inspectors.
