4. Meeting Objectives
• Bring you up to date on plan progress.
• Obtain specific feedback / support for new
annoyance mitigation initiatives.
• Capture some plan highlights.
7. Plan Comparison
Then: Airport-Driven
(1998)
Now: Community Driven
(2013)
• Maximum Growth
• Annoyance Mitigation
• More Runways
• Multi-Use Hangar
• All-Weather Access
• Non-Aviation Uses
• More T-Hangars
• Technology Upgrades
• Non-Aviation Uses
• Box Hangars
8. Annoyance Mitigation
Alternatives Considered
• New Runway
– To avoid / reduce residential overflights
• Changes to the Primary Runway
– To increase the height of airplane overflights
• Changes to the Secondary Runway
– To better balance runway utilization
• Off-Airport Alternatives
– To increase the range of options.
24. Alternative 1: Runway 11-29
OPINION
• No significant change to height or noise
• Dismiss from consideration
25. Alternatives Dismissed
• Widen Runway 2-20
– $3.5M
– Minimal change in
runway utilization
• Extend North
– $5M to $15M
– Significant Fill or
– Pylon-bridge
construction
35. Widen and Extend Runway 2-20

OPINION / RECOMMENDATION
Extending and widening will disperse operations more
effectively
Dispersion can be influenced by TTAD actions/policy
Views of Martis Valley not impacted significantly
Proceed with implementation planning
36. Alternatives Retained
OFF-AIRPORT MITIGATION
• Annual Funding Allocation
• Current models under consideration:
–

–
Expansion of Open Space Preservation Policy
Voluntary Home Improvement (Sound Insulation)
Voluntary Home Acquisition
Additional Possibilities
Flight Track Optimization
Requires Additional Community Outreach
43. Off-Airport Mitigation
OPINION/RECOMMENDATION
• Increases Options Available to Residents and District
• Proceed with Implementation Planning
ITEMS TO BE CLARIFIED
• Funding Prioritization / Geographic Boundaries
• Disposition of Acquired Property
• Policy/Legal Implications

Final product will include the above elements and a set of engineering-like drawings that will be used by the FAA.
This slide changed. Make each bullet fly in. Picture- maybe of a TRK meeting.
Parallel Runway Justification: 2-20 Parallel Turf: For landings of gliders. When gliders land on existing 2-20, they may remain on runway until people go out and physically remove the glider from the runway. 11-29 Parallel: “Not identified as a need during the planning period, consideration should be given to reserving land north of Runway (11-29)For the future development of a parallel runway. This provides the ‘highest and best use’ for this property due to limited access potential and limited developable area.”
Fly each main bullet (with its sub bullet) in on key stroke.
