Evangelization, bringing the Good News of ealvation and
lib€ratio-n to th6 tolality of life, lts objective b to pen€trate all
strata of human life with the vision of the Kingdom of God.
The formula is to make efiective or operationll the love of
Jesus in our daily lives. PnP aims at ieversing Bocietys
negloct of the poor by bringing them to the center of ihe
consciousness of Fillpinos and attending to thoir needs
osp€cially in the er€as of livelihood, housing, education and
health care.

      Pondo ng .Pinoy is a movement to dovelop a Filipino
culture rooted more deeply in love of God and'neigh6or.
especially the poor, through litfle but repeeted actd of
compasEion, solidadty end sharing. pondo ng pinoy is also
a community,foundation born out of the daily contributions
of concemed peode that tvill support progrdms benefitins
tho poor. As a Community Foundation, pondo ns pinov is
tasked to manage the funds that will be accumulated from
the daily contributione of peopte. These funds and what-
       ev_€r r9ve.nug9 may be gairied from investing these
         funds shall be used solely to support socio-eco-
           nomic development programs ot'projectro to be
             implemented for the Class D & E population in
               participating dioceses. As a moveitgnt and as

     Filipinos to care for others so as to atlain fullness of life in

           Although initiated by the Church, Pondo ng Pinoy
     (PnP) is nota Church foundation but a community founda-

     intends to help needy Fllipinoe, within and beyond the
     Cathollc Church. Thc Church la thc initlator, promoter and

     of PnP. The Church takos care of the fund and monitonc its

     eneuring the propcr handling and dispoeal of the fund, the
     foundation will be headed by a Board of Trustees com'
      poeed of dietinguiehed lay leadee, religious, priests and
I     bishops. The lay leaderB or pastoral workers who will be
      part of PnP lead€rahip may coms from any economic
      stratum of society, provldEd they share the orientation of
      ths Church, are committsd to and involv€d in community

        The three main components of the Pondo ng Pinoy
  program are the educetlon component, the gatherlng of
  the quot;crumbs'and the dlgtrlbudon of tAo quot;crumbs'. The
. quot;crumbsi refers to the invitallon Pondo ng Pinoy extends
  to all to make a daily eacrifice of love for God and the
  needy. In monetary terms, 25 centavos is the amount that
  makes this daily sacritice open both to the poor and the


       Education refers to the evangelization and empower-
 ment of people by bringing to them the eoci:rl doctrines of
 the Church ard promoting and deepening their under- '
 stending of the vieion, mission and goals of PnP and the
 principlee and valuec il aima to uphold, Gdthering of tha.
 quot;crumbsquot; refers to callec{ing contributions of people and
 raising more funds to ensure sufficiency of financial sup-
 port to socio-economic projects. Distribution of the
 'crumbs' meane the allocating and disbursing funds to
 socio-e@nomic p1ojods that r,r/ould qualify based on the
 Foundation'g Criteria forAssistance.

     and heads of religious educdtion of cetholic schools and

national level. Trainor's training workshops are available
 for local education committees who wish to develop facilita-
 tors of the PnP modules.

       Formation for capacity building will be offered to
 people who will help implement the vision and programs of
 PnR especially those in the DiocesanMcariate PnP Desk,
 speakers and training facilitators. Skills and technical'
 training will be provided.

      All parbhes, schools, universities, organizations, etc.
 are enjoined to dopGit their contributions to PnP depository
 banks and firmish the PnP Central Office and their respec-
 tive Diocesan Chancery with a copy of the deposit slip.
 Contributions may elso be foMarded to the PnP Desk in
 the Chenceryl the PnP De6k will in turn forward the funds
 to the PnP Central Office through designated banks.
 Through the centralization of funds we hope PnP will have
 a stronger impact on the national scene. lt is also a way of
 giving poorer dio@8es access to funds that they could not
 raise by themselvee. Schools are also encouraged to
 depGlt their collections directly to PnP depository banks
 but should give a copy ofthe deposit slip to both the PnP
 national office and their own Diocesan coordinator or the
        PnP desk in th6 Chancery.

                The Cgordinator will keep separate records
            of the contributions of parishes, schoole and

        Distributing the crunbe entails a process of project
 identification, piopoeal writing and submission' project.
 review and approval, release of funds and the monitoring
 of project impacd and fund releaees' Projects are approved
 by'either a local screening body, the PnP Screening com-
 n'iittee or by the PnP Board of Trustees. The proponents
 must meetihe criteria 86t by the Cetttral Proiects Review
 and Screening Committee to qualify for consideration.. .
 Non-profit organizations, like the diocesan and paro(;hial
  so- cial ac'tion ofiicee, NGO'S, religious organizations and
           othei sectors, can submit to the PnP Desk project
              proposals for programs that will directly beneftt

      a. Brochures will be circulatEd to orient people on
PnP A primer will go with the brochure to further clarify the
vision and mechanics of PnP as 9 movement and a c6m-
munity foundation. lt will include guidelines ybr conducting
launchings of PnP.

     b. The Central Office of PnP will provide the initiat
brochures and promotional materials. The pnp Desks will
assume responsibility for them when their. fund resource
b€gins to stabilize

       c. Promotional adiviti$ will be programmed accord-
ing to th6 stages of implemcntation. Sin& education i6 the
prerequisite for a genuing participation in the giving and
collection of the quot;crumbsquot;, promotional materiils will focus
first on education regarding the vieion of pnp.

      d. Plug-ins will be solicited from Radio Veritas and
local radio statione run by the church. Other availallle radio
stations wiose owners and/or top fianagem€nt share the
vision of_ PnP will be r€guest€d to regutaily feature pnp,
especially through jingles and ad tines. Ttiese will make
PnP a household byrvord. Talk shouB and neus clips over
the radio and television can help promote pnp. Tri-media
axposure will optimize awarenes8.

A. How isPvtP           oYqawlzed?
      Since the establishment of the community foundation
was the lnitiative of bishops, the diocese$ and parishes will
provide the basic framewo* for the organization of PnP.
The spirit of gommunign and solidarity should be reflected
in the organizational structure of PrP. Both as a movement
and a coinmunity foundation, PnP has a Central Offlce with
dioceses and parishes aB local implementing arms' But
while PnP uses diocesan and parish offices, PnP is an
entity distinc{ from the Dioceses and Parishes, Hence' PnP
will not supplant, but support and enhance diocesan or
parochial initiatives or activiues, especially those direc{ed
towardsihe well being oftho poor.

      The PnP orientation ehould be creativoly integrated
and adairted to the @mponento of diocesan/parochial
paotoral plans, e.g. family life, BEC's, advocacy,
catechesis, ministry to sectors, youth, education, ecumeni-
cal and inter-religious dialogue, etc. Local realities must be
con6idered in the adaptation.

     Fund generating ac{fuities and traditional sources of
funds of thb diocese/parish, €specaally the newly estab-
      lished <ines, will be respeded by PnP. lf the donors
         prefer to give directly to diocesan/parochial
           projec{s, they are free to do so, while being

        Diocesan Chancery as its ba$e. Serving as an arm of the

        will operate within the existing dlocesan structure, e.g. the
        SocialAction Center. The diocesan offrce within whi;h the
        PnP Desk operates shall assume th6 operational expenses
    I   of the Desk. The PnP Desk will rely, therefore, on the staff
        of the diocese and parishes, parish pastoral councils,
        church organizations and ministri€s for human resource.

b. The Bishop will appoint a PnP DiocesanMceriate
 Coordinator from amongthe lay, religious or clergy. The
 Coordinator oversees the operations of the PnP and the
 various subcommitees, links with the perticipating parishes
 and institutione in tho dioce8e/vicariate and the central
 offrce. monitors the collection, submission and distribution
 of monev, keEps records, inspeds projects funded by the
 PnP and regularly reports to the Bi6hop on the state of the
 PnP in th€ iiioceie,lvicariate. The Coordinator must be of
 qood moral standing in the community, must have a record
 6f community involwm6nt, and must be skilled in financial
 menagement.

       c. The PnP Central Ofiice will prepare the initial
 oroorams of PnP. Thg Diocesan PnP Desk can adapt the
 inai'erials and programs to fit their local contexts. Th-quot;

 total inflow of resourcos.

 merits for endorping the projec-t. The endorsement letter
 should be sent to the Central Office together with all sup
 porting documentg,

    according to the Foundation's requirement$ shall be made
    available to interested proponents. Incomplete proposals
    shall be retumed to the PnP Desk for completion by con-
    cerned proponenb.

         Proposals should be received by the Central Office
    two weeks before the end of a quarter to facilitate process-
    ing and retease of funds at the beginning of the following
          quart6r. Proposals rebeived after the cut'off period

         All funds for approved projects shall be released to

 r€coiDt of notification letter or approval of proposals by the
 Cential Ofiice. The Dioces€s shalt be notified should there
 be any delay in the relcase of filnds.

       Initial r€lea€e of funds to the PnP Desk thall be sub-
 iect to a bank c€rtification that an account has been
 bpened to be used exclusively tor trantactions involving the
 CEntral Office'g funds.
          It is otrongly rscommend€d that the PnF Desk
 releaee funds follolving the timeframe of critical ac{ivities. or
 projected cash flow as per approved project. proposal. The
 Central Office also r€quires that release of financial assis'
 tance be subject to the following:
       a. Signed Memorandum of Agreement betwsen and

_     Ih€ [apag-Asa Program is the flagship program of
Pondo ng Pinoy. lt is a medically 6upeNised nutrition
program thal aims to ellgvlate extreme hunger arnong poor
Fllipino chlldren and to imBrov€ their overali heahh cotldi-
tion. The epirit that will susbin the program is hoped to be
the same kind of spirit that made po8sible the multiplication
of the loaves and tishes during Jesus' time.

l+aTaq-Asa ?rogYatAL?
      Hapag-Asa has four mejor components' supplemental
feeding program, education, spiritual formation and liveli-
hood. Under supplemontal f€eding, a total of 120,000
children ere ta€eted lo b€ salvaged from malnutrition and
health-related illnesses hetreen 2005 and 2007. Of these,
32,000 will be fed from Pondo ng Pinoy resources. Funds
for the Hapag-Asa program, as well as the Mtameal bags,
are disbursed by the Pondo ng Pinoy national office.

          Parishes that wish to implement the Hapag-Asa
T   program in thgir arees are r.equir€d to organize and send
    fol training a Parish Ac{ion Team (PAT). The six-member

I   PAT is r$ponsible for food prcperation, nutritional aEsess-
    ment, and education and support services. lt also s€lects
    the childr€n who are qualified for feeding and mobilize
    parish volunteers ior actual fe€ding and other relat€d
I   activities. Children whe ar€ bstwo€n three and 12 yoars
    old (considered as the critical etages of cievelopment) and
    suffering fiom moderate or s€vore malnukition are eligible

I   for enrolment in th6 progrsm. Once a day for five days a
    week, they are fed on-site in participating parishes. Meals
    come In the form of viand end'rlce or heary snacke like

I   soup or spaghetti. This continues for six months per batch.
    Religion or religious affliation i8 not an issue for enrolment.
    Training of the Parlsh Action Teams is handled by ths
    Assisi Development Foundatign Hapag-Asa program.

I         Eighty percent ofthe 920 chlldren who have gradu-
    ated from the program had significant weight increases
    arid improved physical conditions. Even skin diseases are
    healed in just a month. Ihe secret ig in the so-called
I   'fitaMeal, a rnixture of lentils, rice, Boy and powdered
    vegetable, which is added to the food. VitaMeal is rich in
    minerals, vitamins and proteins. Each parish receives one

      '1. Each Diocese will be allocateci with a mbximum
budoet of P4.SMillion (P900 x 5,000 children) but releases
will 5e made accordina to the actual number of children
being fed. A tripartite Agr€€ment will bo drav'/n among
Pondo ng Pinoy, Dioc€se and Assisi.
      2. The Didcese, through its SSDM/Caritas and all
Parishes that will implemont the Hapag'asa Program
should open a separate bank account.
      3. Separate Cash Book (Record of Receipts and
Disbursenients) should be maintained in both SSDM/
Caritas and Parish. All diEburtements shall lle properly
supported by documenb end approved by authorized or
designated offcert.
      4, SSDM/Ceritae will gubmit request for funds and
Vitamsal to Pondo ng Pinoy Central Office every three
monthg. The requestb should ahuays carry the signatur€ of
the SSDM/Caritas Minister and noted by the Bishop.
              5. The Dioc$e shalf then follow the reportorial
           requiremenb as presoibed in the Memorandum of
            - 6.

The formula is to make efiective or operationll the love of Jesus in our daily lives. PnP aims at ieversing Bocietys negloct of the poor by bringing them to the center of ihe consciousness of Fillpinos and attending to thoir needs osp€cially in the er€as of livelihood, housing, education and health care. The . quot;crumbsi refers to the invitallon Pondo ng Pinoy extends to all to make a daily eacrifice of love for God and the needy. Formation for capacity building will be offered to people who will help implement the vision and programs of PnR especially those in the DiocesanMcariate PnP Desk, speakers and training facilitators. Brochures will be circulatEd to orient people on PnP A primer will go with the brochure to further clarify the vision and mechanics of PnP as 9 movement and a c6m- munity foundation. lt will include guidelines ybr conducting launchings of PnP. b. The Central Office of PnP will provide the initiat brochures and promotional materials. The pnp Desks will assume responsibility for them when their. fund resource b€gins to stabilize c. Promotional adiviti$ will be programmed accord- ing to th6 stages of implemcntation. Sin& education i6 the prerequisite for a genuing participation in the giving and collection of the quot;crumbsquot;, promotional materiils will focus first on education regarding the vieion of pnp. d. Plug-ins will be solicited from Radio Veritas and local radio statione run by the church. Other availallle radio stations wiose owners and/or top fianagem€nt share the vision of_ PnP will be r€guest€d to regutaily feature pnp, especially through jingles and ad tines. Since the establishment of the community foundation was the lnitiative of bishops, the diocese$ and parishes will provide the basic framewo* for the organization of PnP. The spirit of gommunign and solidarity should be reflected in the organizational structure of PrP.
