2. Introduction to arms and media in Nepal
Nepal, a South Asian country of 27 million
people is in post-conflict situation; has got 5
hundred newspapers including 14 influential
national dailies, 15 tvs, 350 FMs and 5 hundred
online news portals
Struggling to re-establish political stability
and cope with post-conflict violence
• Not clear picture of firearms, its types
and concentration
3. Easy access of arms
• Small arms, both legal and illegal are deemed
to pose a serious threat to peace and security
• Open border with India eases to supply illegal
firearms into Nepal
• Low cost of firearms, mushrooming of armed
groups and perennial political instability
• Pistol costs for less than $ 200
4. How many guns?
• 34,314 people hold licensed firearms in Nepal
• Researcher estimates for 55,000
• 440,000 private firearms in Nepal, of which
330,000 were unregistered
• In 2013, the government issued a notice
calling for people with illegal arms to return
to the gov, but only 6,745 firearms were
submitted

Network on Small Arms (IANSA) IHRICON has been
mobilizing the concept of arms control

• Scholarship for the journalists for their reports/features
collected from the remote areas

conflict sensitive journalism
• Training on Advocacy journalism/Agenda setting

6. Case Study/Examples
• "Bring heads of the insurgent leaders and get

• Policy went for more than 1 and half years,
Government was pressurized to take back the
policy of prize for the heads
7. Press in dilemma
• Government issued a policy of distributing
the arms to the general public in 2003
• In Doramba of Ramechap, a mountaineering
district 19 Maoist carders were captured and
killed by the security force
• Lack of conflict sensitive reporting
• Lack of democratic culture, breaking media
code is common
8. Conflict between communities
• In September 2007 at the same area where
Gautam Buddha was born, Kapilwastu was
under the fire as Moid Khan, a Muslim social
leader was shot dead by Maoist group

homes without doing revenge actions though
the people of your community are being
killed and their houses burnet out by the
