This paper joins the debate on Japan’s territorial dispute with South Korea over the Dokdo/Takeshima
islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision
to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent
ascendance of ‘Takeshima’ to the fore of Japan’s identity construction vis-á-vis the Korean ‘other’. In
this paper, I distinguish between two processes: one that led to the adoption of the ordinance and
another that resulted in the entrenchment of ‘Takeshima’ in Japan’s identity construction vis-á-vis the
Korean ‘other’. The paper argues that the former process should be understood within the context of
Shimane Prefecture’s distinct identity construction vis-á-vis Tokyo, while the latter can be attributed to
recent changes in Japan-Korea relations unrelated to the territorial dispute per se. (Pac Rev/GIGA)

Even though Japan and South Korea share the same interests in a number of areas, their record of
political cooperation has been repeatedly marred by conflicts. Controversial subjects concerning the
legacy of Japanese colonialism in Korea in particular obstruct significant progress in their otherwise
fruitful relations; these historical issues range from territorial disputes to conflicts over Japanese
textbooks and demands for apologies, among other things. Furthermore, the two countries’ relations
with the great powers in Northeast Asia, i.e., the USA and China, add to their differences: Japan intends
to intensify its alliance with the US, fueling Korean concerns over Japanese military ambitions, whereas
South Korea is keen on maintaining good relations with both states. With nationalist Premier Abe and
unyielding President Park leading their nations, alienation and mistrust have continued to persist to this
day. Differences in the perception of the South Korean and Japanese public over whether the past has
been sufficiently dealt with reflect the highly diverse standpoints of their governments. The lack of
genuine reconciliation after almost 50 years of having established diplomatic relations has thus proved to
be a serious obstacle to Japanese–Korean cooperation and to good regional relations. (Asien/GIGA)

Despite highly favorable conditions for cooperation, South Korea and Japan have experienced almost
constant diplomatic conflict since the end of the Cold War, in large part because of unresolved history
disputes. Through the theoretical approach of symbolic politics, I examine the substance of these
conflicts and the processes by which specific group identities affect policymaking in and the relationship
between the two countries. Based on three case studies I suggest that diplomatic conflicts are the result
of identity clashes between a group of Japanese conservative elites and the South Korean public,
manifested through the elite-led process of symbolic politics in Japan and the mass-led process in South
Korea. These findings help analysts understand the patterns that these conflicts exhibit and assess the
prospects for future reconciliation between South Korea and Japan. (Asian Perspect/GIGA)

One of the most notorious issues haunting Japanese-South Korean relations is the controversy over
textbook depictions of Japan’s colonial rule and war atrocities in the early twentieth century. In recent
years, a number of bilateral projects have been launched on both the non-governmental and
governmental level, seeking to narrow divergences in historical perceptions. Focusing on the Japanese
side, this article assesses the impact of recent non-governmental textbook projects, arguing that these
projects—while important and encouraging—have a limited capacity to prompt changes in educational
policies. Textbook talks officially endorsed by the government and supported by a critical mass of
politicians remain indispensable to promote a transnational reconstruction of the past. Based on a
comparison between Japanese-South Korean and German-Polish government-backed talks, the paper
identifies how decision makers can help foster an atmosphere conducive to the work of bilateral textbook
commissions. It concludes that a key requirement for successful talks is that politicians, utilizing a variety
of measures, pursue the dual goal of demonstrating high-level commitment to the talks and shielding the
work proactively from nationalistic pressures. In contrast to their German counterparts, Japanese political
elites have so far failed to pursue such an environment, casting doubts about progress in the textbook
dispute for the foreseeable future. (Pac Aff/GIGA)

The variables defining Korea-Japan relations can be categorized into those pertaining to structural
elements and those related to leaders. Optimists and pessimists emphasize structural factors when
addressing post-Cold War relations. Pessimists say that changes in structural elements such as the
post-Cold War global system are the cause of Korea and Japan drifting apart. Optimists stress another
structural factor: their shared political system. But the role of the political leadership, to which neither
optimists nor pessimists directly refer, is crucial in the short term in turning historical issues into
diplomatic conflicts. Issues in the past relations of the two neighbors have not always become thorny
diplomatic controversies, nor have they always prevailed in the links between the two countries. Relations
between Korea and Japan are highly likely to expand in an amicable way as long as their leaders manage
topics surrounding the past in a manner that prevents them from triggering diplomatic disputes. (Asian
