Why EU
Government purchases in the
European Union account for around
19 % of GDP, which is equal to
2,200 Billion Euro, thazt is 1/3 of
procurement.
It is estimated that eProcurement
could reduce total purchasing costs
by around 5% and lower
transaction costs by 10% annually.
In 2005, the ministerial Manchester
declaration planned to open the
market by 2010.
They failed as there is only
_ 5 % of e-procurement
_ 1 % cross-border e-procurement

With STORK (access), SPOCS (business), eCodex
(justice) EPSOS (health), PEPPOL is one of the 5
EU founded large scale pilots.
With PEPPOL, any company in the EU should be able
to communicate electronically with any EU government
institution for all procurement processes.
17 beneficiaries from 11 countries
Total budget 30,8 M€
50% EC contribution for achieving interoperability
