24. Justification
The justification of the targeted roles and responsibilities listed for higher-level distance education
programs require adequate support for numerous reasons:
• The top level serves as a liaison with other departments, generating needed resources,
assigning personnel to conduct needed assessments, select and evaluate available learning
resources and learning technologies.
• Another level of personnel serves to guide and direct personnel needed to develop the
infrastructure and create the program.
• In addition, another level is required to resource support in developing, designing, evaluating,
training, and maintaining all branches of the distance education programs within the institution
(Simonson, Smaldino, Albright, & Zvack, 2012).
According to Vaughan (2011), successful multimedia projects begin with selecting “team players.”
But selection is only the beginning of a team-building process that must continue through a
projects duration. Ragan & Smith (2005) mentions that organizations need project managers;
trained to asses organizational needs, plan and schedule communication, manage interactions
among and between people and teams, budget and allocate resources, and evaluate and report
project outcomes (p.313).
Finally, before a project begins, it is imperative to have a clear understanding of all objectives and
expectations with all key stake holders.
25. Servers
In order for a user to obtain
access to the LMS, the school
must have several servers to
store the information that they
need.
A server stores information and
links all of the devices
(Latitude Learning, 2013).
26. Internet Browser
An internet browser such as Internet Explorer,
Firefox, Safari, etc. allows the user to obtain access to
the LMS (Latitude Learning, 2013).
27. Support Software
A support software that
is used by many

28. Operating System
An operating system, such as Windows, Linux, or
Mac is needed in order for the LMS to operate

29. Computer Network & Portable
Electronic Devices
An LMS must operate on a
computer, so the school
must have a computer
network for users.
Users may also find it
convenient to have
portable electronic
devices with the
capabilities of a
computer, too (Latitude
Learning, 2013).
