- ICT as the central driver for growth
- We have made great progress in terms of first generation broadband and mobile take-up (Europe leads the world). We are falling behind now on the new challenges such as ultra high speed and wireless broadband. New services such as high definition television or videoconferencing need much faster internet access than generally available in Europe. To match world leaders like South Korea and Japan, Europe needs higher speeds. By 2013, all EU citizens should have access to basic internet connection. In ten years time, everyone should have access to speeds of 30 Mbps or more. And half of the European households should have access to speeds of 100 Mbps or more. The Digital Agenda aims to turn this ambition into reality by stimulating investments and proposing a comprehensive radio spectrum plan.
- Empowering: Re use of information with the implementation of the PSI directive enables the emergence of many applications, as seen in the US or UK for instance with the DATA.GOV. A study from the Commission estimates the potential economical impact at 27 B€. Internal market: In the real world, with Schengen, the Euro, the internal market is becoming more and more a reality. In the digital world this situation is exactly the opposite. In fact the situation is often even worse at border are often at regional level. It is therefore important to enable in the virtual world the free movement of persons, services, … For instance enabling cross border has the potential to save at least 5B€ per year. Efficiency & Effectiveness: In today’s financial climate governments are looking at ways to reduce the cost of administration. ICT tools offer today the possibility to reorganise administration, to share resources and knowledge to enable the delivery of services in a far more efficient way. Pre-conditions: the objectives above cannot be achieved without the provision of key enablers. The best example is eID. eID will enable the delivery of personalised eGovernment services to each business and citizens
