3. The Italian Constitution was born in its first form as the “Statute Albertino”, in 1861. It was granted by King Charles Albert of Savoy and remained in force, albeit with some modifications, until the 1944-46 biennium, when a transitional constitution was adopted valid until the entry into force of the “Constitution of the Republic of Italy”, on 1 January 1948.

13. Art.1: “Italy is a democratic republic based on work. The sovereignty belongs to the people and is exercised in the manner and within the limits of the Constitution”. These words show the importance of “democracy” that has various interpretations. The best word to explain this term are “sovereignty of the people”. It should be clear that the people are not intended as a whole, but an individual unit with his own will.
