energy consumption between 2020 and 2030
• CO emissions from developing countries will count for
more than ½ total by 2030
• EU energy dependency from 50% to 70% by 2030,
causing volatility of oil prices and geopolitical instability
• Global energy investments of € 12 trillion required up
to 2030 – a huge opportunity for EU industry

An integrated hydrogen and fuel cell infrastructure will
respond to key EU challenges:
• Security of supply
- oil peak production/ geopolitical issues
• Environmental concerns
- climate change and local pollution
• EU Competitiveness
- a potentially huge market = investment, growth, jobs

6. Paradigm shift
In 2002 the EC declared that the deployment of a
fully integrated hydrogen infrastructure in the coming
decades is one of its chief priorities in the energy
field.

7. Strategic overview:
realising the EU vision
1. Market penetration phases:
– 2006/7/8: Small portable sector, driven by the added functionality
(compared to rechargeable batteries – SRE)
– 2010: Early markets for domestic heat and electricity generation
– 2010 – 2015: Larger stationary fuel cell CHP systems.
– Before 2020: Roll-out of mass hydrogen fuelled road transport.
Market enabling factors need to be put in place:

– Trained scientists and engineers
– Widespread public acceptance of a new fuel
– Incentives to ensure affordability whilst the economies of large-scale
production build-up
3. A substantial, combined public-private-partnership is
required to implement this vision.

• Plans to meet the UNFCCC obligations as set out
by the PNAC proving difficult to meet. What
happens in the post-Kyoto period?
• High oil, coal and natural gas import dependency.
• Challenging government led targets for RES –
39% of electricity production by 2010

To create a policy & technology roadmap for
the development of hydrogen and fuel cell
technologies in Portugal.
