Credentialing: A method of identifying individuals by occupation
(Sweeney, 1995; p. 118)
Certification: A method of identifying individuals by occupation
other than by state law (Sweeney, 1995)
License: A document granted by a government agency indicating a
person has met the requirements set for in a licensure law. A
license law stipulates who can call themselves counselors and
what functions they can perform (Clawson, Henderson,
Schweiger, & Collins, 2004)

Founded in 1982 as a not-for-profit counseling organization
• Board of Directors: six counselors & one public member
• Key staff are counselors: president, associate vice presidents,
ethics officer, certification manager, and others
Established to identify counselors who have met predetermined
profession-defined standards
Currently certifies more than 51,000 counselors
• Over 10,000 counselors who practice in schools
• Over 2,500 who have achieved specialty certification, NCSC

National Certified School Counselors (NCSC)
Created in 1991
Specialty certification recognizing individuals who voluntarily
complete national standards of counseling in schools
Requirements include
• Completion of requirements for NCC
• Graduate coursework in the fundamentals of school
counseling
• Field experience in a school setting
• Three years of post-master’s supervised school counseling
experience
• Submission of a professional practice statement
• Passing score on the National Certified School Counselor
Examination (NCSCE).
