Primary Role
ESO: European Standards Organization:
Only ETSI can produce Harmonized Standards in the area of
telecommunications & ICT used to access European market
GSP: Global Standards Producer:
ETSI produces standards intended to meet international and
global needs (e.g. GSM, DECT™, TETRA, DVB & IMT2000)
ETSI works in close collaboration with other standardisation
bodies worldwide via specific agreements, Global Standards
Collaboration, and Partnership Projects
SES: Standards Enabling Services:
Such as interoperability testing, forum management
etc.

RRS Technical Committee in ETSI
Was set up early 2008, first meeting in March
Mandate to spring 2010 is to draft feasibility reports,
describing what and how standards for SDR and CR
could be developed. More in detail:
study the feasibility of standardization activities related to
Reconfigurable Radio Systems encompassing radio
solutions related to Software Defined Radio (SDR) and
Cognitive Radio (CR) research topics;
collect and define the related Reconfigurable Radio
Systems requirements from relevant stakeholders;
deliver its findings in the form of Technical Reports and/or
ETSI Guides.

Why Standardisation is needed...
The proliferation of new technologies and the convergence of
previously separated heterogeneous technologies are raising the
need for standards:
3GPP has already introduced (release 8) cognitive-like
capabilities (3GPP RATs only)
IEEE 1900.4 standard describes a management system
enabling optimized radio resource usage in heterogeneous
wireless ANs
Standardization will have a role in facilitating the cooperation
among the different stakeholders, leading to more productive
business inter-relations.
Standardisation will help Network Operators (NOs) and network
business owners (NBOs) to face the increasing subscriber’s need
to reach a worldwide network, in a globalization context.

Conclusions
ETSI is a centre of expertise in radio technologies development
exploring CR standardisation
A high level of interest in CR and in the definition of CPC
Improved efficiency in spectrum use
Increased capacity of the networks
Flexible Access to services (e.g. Future Internet)
CR needs a standardized framework in order to work throughout
many (heterogeneous) systems
Standards are necessary
