16. Why can’t we just CUT pensions and Medicaid?
Article XIII, Section 5
of the Illinois Constitution
provides that:
• Simply put: federal “Membership in any pension or
laws and the Illinois retirement system of the
State, any unit of local
State Constitution government or school district, or
prohibit many cuts. any agency or instrumentality
thereof, shall be an enforceable
contractual relationship, the
benefits of which shall not be
diminished or impaired."
