4. ISCIR - HISTORY & LEGISLATION
• ISCIR was founded as a state technical organization by Law no. 491 of 10th
Feb. 1910, by king Carol Ist
.
• The organization chart & its scope of activity have been successively
extended by laws, decrees & Government Decisions (HG), the latest being
no. 1340 of 2001
• ISCIR is a specialized body of the central administration, having a juridical
status and being responsible - on behalf of the state - for assuring the
measures for the safe operation of the installations and equipment.

In 1998, ISCIR was appointed as
an associate member in CEOC
International (at that time named
„European Confederation of the
Control, Inspection and Prevention
Organizations”) and in 2000 it was
accepted by the other members as
a CEOC member with full rights.

6. ISCIR - MISSION
ISCIR :
• assures the control of the compliance of the provisions referring to
conditions for placing on the market & putting into operation the
installations/equipments
• surveillance & control of regulations applied for authorization &
technical verification for installations/equipment
• regulating body by means of which the documents with normative
character are assured to be draw up

9. ISCIR - OBJECTIVES
For accomplishing its objectives, ISCIR performs the following functions:
• as an authority in the field of installations/equipment - which assures the
control of the compliance of the provisions referring to conditions for placing
on the market and putting into operation any installations/equipment, as well
as surveillance and control of the regulations applied for authorization and
technical verification for installations/equipment
• as a regulating body – by means of which the documents with normative
character are assured to be drawn up

10. ISCIR - ROLE IN THE FIELD OF PROFESSIONAL
QUALIFICATIONS & TRAINING
authorize (according to the technical requirements & under the conditions stipulated by the
technical regulations and by Law no. 64 of 2008):
o physical/juridical persons who carry out, for installations & equipment, activities consisting
in building, assembling/disassembling, installing, putting into operation, in-service
technical verification & surveillance, revision works, maintenance repairs
o physical/juridical persons who perform in-service technical verifications at the installations
& equipment for which the remaining lifetime is required to be established; with regard to
the nuclear installations/equipment, also the requirements of the republished Law no. 111
of 1996 on safe deployment, regulation, authorization and control of the nuclear activities
shall be fulfilled

11. ISCIR - ROLE IN THE FIELD OF PROFESSIONAL
QUALIFICATIONS & TRAINING
• authorize (according to the technical requirements & under the conditions
stipulated by the technical regulations) physical persons who practice
occupations listed in HG no. 1340/2001 (stoker, crane operators, welders, NDT
operators )
• approve, by law, training providers who organize training programs for
occupations listed in HG no. 1340/2001; conditions & requirements for approval
of training providers are established by order of the minister of economy,
published in the Official Gazette of Romania, Part I

QUALIFICATIONS & TRAINING
• approve programs & course supports to authorize training providers
according to the legislation in force (Government Ordinance no. 129/2000)
• certify trainers involved in training programs for occupations regulated

• participate in the examining of the graduates of these training programs

REGULATIONS
For performing its activities, ISCIR drew up specific
technical regulations, compliant with the national
legislation harmonized with the corresponding EU
directives.

REGULATIONS
ISCIR technical regulations that were published in Romania’s Official Monitor:
• PT CR 4-2009 - Authorization of juridical persons for performing works at pressure
installations, hoisting/lifting equipment, fuel consuming appliances, liquid/gas fueled
burners & installations/equipment intended for recreational activities
• PT CR 6-2010 - Authorization of personnel & laboratories performing nondestructive
examinations & assessment of technical capability of the laboratories performing
destructive examinations

REGULATIONS
• PT CR 7-2010 - Approval of welding procedures for steel, aluminum & aluminum alloys,
high density polyethylene (PE-HD)
• PT CR 8-2009 - Authorization for operators of installations/equipments, authentication
of specialized technical personnel & acceptance of auxiliary operators
• PT CR 9-2010 - Authorization of welders performing welding works in steel, aluminum
& aluminum alloys, high density polyethylene (PE-HD)

REGULATIONS
All these regulations have provisions on the recognition of
qualifications (Directive 2005/36/EC) and the recognition of
individuals and legal authorizations from the competent
authorities of the EU Member States (Directive
2006/123/EC)
