                                     PT Strategy - “Public Transport-The Smart Green Solution”

Cities and governments now have an unmissable opportunity to lay new foundations for the next phase of economic development and
wealth creation. For urban mobility this implies the need to prioritize public transport rather than to keep on building new highways and
supporting car industry, which would only aggravate the problems of congestion, pollution and huge financing on road infrastructure
and more importantly add to the huge negative effect that inefficient mobility will have on the national economy.

Only ambitious and visionary strategies will lead to a radical paradigm shift. The public transport sector has the competence and
ambition to improve the urban environment for citizens and business, as it is already doing in number of urban centres. To take up
these challenges, UITP aims at doubling the market share of public transport worldwide by 2025.

To materialize this growth, all stakeholders have to take up their responsibilities to organize the market and provide the appropriate
means. Investing in efficient and sustainable transport networks will help stabilize the global energy market; contribute to alleviating
the role of transport in climate change and support economic growth and quality of life in cities by relieving them of congestion and
offering mobility to all. Public transport means progress for societies.

 •    Governments to recognize public transport as part of the solution, to earmark appropriate resources and to organize the
      sector judiciously;

     NATIONAL URBAN TRANSPORT POLICY (NUTP) - JN-NURM IN SUPPORT OF PUBLIC TRANSPORT

Government of India had issued policy guidelines on urban transport system under “National Urban Transport Policy (NUTP)” for
improvement of urban transport system in Indian cities. The vision and objectives of the policy derive the pathway of development to
improve urban transport system. The prime objective envisaged is to ensure safe, affordable, quick, comfortable, reliable and
sustainable access for the growing number of city resident to their places of work, education, recreation etc. within the city.
NUTP envisages popularization of public transport systems to save both fuel energy and environment. In particular, it promotes the
development of bus based public transit systems in Indian cities as a cost effective means of providing quality transit service. Under
Jawaharlal Nehru National Urban Renewal Mission (Jn-NURM) programme, many cities in India have also initiated BRTS projects.
Ministry of Urban Development, Government of India has conducted a study on Traffic and Transportation strategies and policies of
urban areas in India in 2008. One of the prime objectives was to establish a comprehensive baseline of the traffic and transport
scenario in urban areas in India, separately for all the cities with a million plus population and also for cities with 0.5 to a million
population and forecast the anticipated issues that are most likely crop up in the future. One of the key policy suggestion that has
emerged from the study is to focus on transport supply in the mass transport domain.

INTERNATIONAL ASSOCIATION OF PUBLIC TRANSPORT (UITP) - PUBLIC TRANSPORT STRATEGY: PT Strategy - “Public Transport-The Smart Green Solution” Cities and governments now have an unmissable opportunity to lay new foundations for the next phase of economic development and wealth creation. For urban mobility this implies the need to prioritize public transport rather than to keep on building new highways and supporting car industry, which would only aggravate the problems of congestion, pollution and huge financing on road infrastructure and more importantly add to the huge negative effect that inefficient mobility will have on the national economy. Only ambitious and visionary strategies will lead to a radical paradigm shift. The public transport sector has the competence and ambition to improve the urban environment for citizens and business, as it is already doing in number of urban centres. To take up these challenges, UITP aims at doubling the market share of public transport worldwide by 2025. To materialize this growth, all stakeholders have to take up their responsibilities to organize the market and provide the appropriate means. Investing in efficient and sustainable transport networks will help stabilize the global energy market; contribute to alleviating the role of transport in climate change and support economic growth and quality of life in cities by relieving them of congestion and offering mobility to all. This is the right moment for: • Operators to boost business development through quality delivery, innovation and entrepreneurship; • Governments to recognize public transport as part of the solution, to earmark appropriate resources and to organize the sector judiciously; • Cities and local authorities to define ambitious market share objectives and develop sustainable mobility as part of integrated urban policies; • Investors to support the real economy and mobility as one of its major drivers; • Industry to develop innovative, reliable and cost efficient products and solutions; The power to forge together a better mobility for our cities is in our hands!” NATIONAL URBAN TRANSPORT POLICY (NUTP) - JN-NURM IN SUPPORT OF PUBLIC TRANSPORT Government of India had issued policy guidelines on urban transport system under “National Urban Transport Policy (NUTP)” for improvement of urban transport system in Indian cities. The vision and objectives of the policy derive the pathway of development to improve urban transport system. The prime objective envisaged is to ensure safe, affordable, quick, comfortable, reliable and sustainable access for the growing number of city resident to their places of work, education, recreation etc. within the city. NUTP envisages popularization of public transport systems to save both fuel energy and environment. In particular, it promotes the development of bus based public transit systems in Indian cities as a cost effective means of providing quality transit service. Under Jawaharlal Nehru National Urban Renewal Mission (Jn-NURM) programme, many cities in India have also initiated BRTS projects. Ministry of Urban Development, Government of India has conducted a study on Traffic and Transportation strategies and policies of urban areas in India in 2008. One of the prime objectives was to establish a comprehensive baseline of the traffic and transport scenario in urban areas in India, separately for all the cities with a million plus population and also for cities with 0.5 to a million population and forecast the anticipated issues that are most likely crop up in the future. One of the key policy suggestion that has emerged from the study is to focus on transport supply in the mass transport domain.
