We are still in a structure in which all children learn the same way and that some with inevitably fail. 3   4
“ It`s time to focus on what students need to learn and on how to create a 21 st  century education system that delivers results”(p. 2). 5 6

Current educational technology plans focus on the computer technology rather than instructional technology. 9   8
School districts seem happy to place technology, but do not train individuals to integrate technology to enhance learning. 9 10
The future of professional development will be designed in order to equip teachers with both pedagogical and technological competencies, to be open to new techniques and to accept the need for change. 11
Integrating technology into different subjects is a priority. 12

Future educational technology must incorporate instruction, professional development and curriculum integration 9, 12, 14 15

Joseph (2001) describes eLearning Delaware as a  web based model that provides educators effective opportunities in professional development that benefits teachers in subject content and teaching practices. 21 20
22 The Center for Distance  Learning and Innovation of Newfoundland is a  Canadian Web-based model that may address teacher and student needs in the present and future. 23
Harschuh (n.d) and the Boston College 2009 survey support virtual learning opportunities as necessary in order to meet the needs of future students and the professional development needs of teachers.
