Registry provides information that sets Entitlement Flag for Students in LDAP
•   Class Rosters are pulled into Grouper when new class information becomes available
•   Grouper sends messages and ATLAS subscribes to those messages and acts on them
•   ATLAS Group adds and deletes to Course Groups are messaged back to Grouper
