Objetivos, regiones subvencionables e instrumentos Durante el periodo 2007-2013, el FEDER, el FSE y el Fondo de Cohesión contribuirán a la consecución de tres objetivos: convergencia (FEDER, FSE y Fondo de Cohesión), competitividad regional y empleo (FEDER y FSE) y cooperación territorial europea (FEDER). Las regiones con un PIB inferior al 75 % de la media de la UE son subvencionables para el objetivo de convergencia, mientras que el resto tienen acceso al objetivo de competitividad regional y empleo. La subvencionabilidad geográfica dentro del objetivo de cooperación territorial europea se refiere a regiones transfronterizas o a aquellas situadas en zonas de cooperación transnacional, y se basa en una Decisión de la Comisión. En el Reglamento general se fijan los recursos financieros para los tres objetivos, así como el método para asignarlos. Los importes se expresan en precios de 2004. Los objetivos, las regiones subvencionables y las asignaciones son como se expone a continuación: El fundamento del objetivo de convergencia es promover unas condiciones y unos factores que mejoren el crecimiento y conduzcan a una verdadera convergencia de los Estados miembros y las regiones menos desarrollados. En una Unión Europea de veintisiete miembros, este objetivo se refiere a ochenta y cuatro regiones de diecisiete Estados miembros, en las cuales viven ciento cincuenta y cuatro millones de personas y cuyo PIB per cápita no supera el 75 % de la media comunitaria, y —sobre la base de una «exclusión gradual»— a otras dieciséis regiones con casi dieciséis millones y medio de habitantes y un PIB ligeramente por encima del umbral, debido al efecto estadístico de la UE ampliada. El importe disponible dentro del objetivo de convergencia es de 251 100 millones de euros, que representan el 81,5 % del total y se dividen de la siguiente manera: 189 600 millones de euros para las regiones del objetivo de convergencia, 12 500 millones de euros para las regiones de «exclusión gradual», y 61 600 millones de euros para el Fondo de Cohesión, que se aplica a quince Estados miembros. Fuera de las regiones del objetivo de convergencia, el objetivo de competitividad regional y empleo tiene como finalidad incrementar la competitividad, el atractivo y el empleo de las regiones, por medio de un planteamiento dual. En primer lugar, los programas de desarrollo ayudarán a las regiones a prever y promover el cambio económico por medio de la innovación y del fomento de la sociedad del conocimiento, el espíritu empresarial, la protección del medio ambiente y la mejora de su accesibilidad. En segundo lugar, adaptando la mano de obra e invirtiendo en recursos humanos se ayudará a alcanzar el objetivo de más y mejores puestos de trabajo. En una Unión Europea de veintisiete Estados miembros, serán subvencionables un total de ciento sesenta y ocho regiones, lo que supone trescientos catorce millones de habitantes. Dentro de éstas, trece regiones que albergan a diecinueve millones de habitantes constituyen las zonas de «inclusión gradual» y son objeto de asignaciones financieras especiales merced a su anterior clasificación como regiones del «objetivo nº 1». El importe de 49 100 millones de euros —de los que 10 400 millones de euros van destinados a las regiones de «inclusión gradual»— está justo por debajo del 16 % de la asignación total. Este objetivo afecta a regiones de diecinueve Estados miembros. El objetivo de cooperación territorial europea intensificará la cooperación transfronteriza mediante iniciativas locales y regionales conjuntas, así como la cooperación transnacional, que persigue un desarrollo territorial integrado, y la cooperación y el intercambio de experiencia interregionales. La población de zonas transfronterizas asciende a ciento ochenta y un millones setecientas mil personas (el 37,5 % de la población total de la Unión Europea), mientras que una de las trece zonas de cooperación transnacional existentes abarca todas las regiones y todos los ciudadanos de la Unión Europea. Los 7 750 millones de euros (un 2,5 % del total) disponibles para este objetivo se dividen como sigue: 5 570 millones de euros para cooperación transfronteriza; 1 580 millones de euros para cooperación transnacional; y 392 millones de euros para cooperación interregional.
Todo el territorio de la Unión se ve afectado por uno u otro objetivo. Para determinar la elegibilidad, la Unión Europea se basa en criterios geográficos basados en datos estadísticos o NUTS (Nomenclatura de Unidades Territoriales estadísticas) que ofrecen una división única y uniforme del territorio. Objetivos Convergencia y Competitividad Regiones elegibles en virtud del objetivo de convergencia. Son regiones cuyo PNB es inferior al 75% de la media del PNB de la UE 25. En España: Galicia, Andalucía, Extremadura, Castilla-La Mancha. Regiones elegibles en virtud del objetivo competitividad. Dentro del objetivo de competitividad se encuentran aquellas regiones no comprendidas en el objetivo convergencia. En España: Aragón, Baleares, Cantabria, Cataluña, Madrid, Navarra, País Vasco y La Rioja Además se establecen unos regímenes de ayuda transitoria: Regiones phasing-out o regiones de efecto estadístico. Son aquellas cuyo PNB es inferior al a media comunitaria de la UE 15 pero superior a la media de la UE 25. Se benefician del objetivo convergencia durante un período transitorio.
