CONCLUSIONS
With these elections, the COMELEC has demonstrated that it is
well advanced in the process of consolidating the technical
knowledge gained from the 2010 National and Local Elections, and
weaning the country away from reliance on foreign expertise.

2013 REPORT TO THE PRESIDENT AND CONGRESS

On the whole, the May 13, 2013 National, Local, and ARMM
elections went smoothly, albeit not without some issues which
contributed to a certain degree of apprehension, particularly
among stakeholders. All those issues were quickly resolved and
ultimately had no significant effect on the election processes.
Thus, on the whole, the outcome of the elections has been widely
considered credible and acceptable to general public.
RECOMMENDATIONS
 The COMELEC recommends that a comprehensive review of
Republic Act 9369 be undertaken to revisit the multi-tiered
canvassing system, and consider the establishment of a single
stage system where precinct results are canvassed and
consolidated directly at the level of the National Board of
Canvassers. This will greatly speed up the reporting of election
results, as well as minimize confusion arising from speculation as
to the contents of delayed canvass reports.
 A comprehensive review of the Automation Law may also
allow the re-evaluation of some provisions, such as Section 6(n),
which calls for the provision of “a system of verification to find out
whether or not the machine has registered (the voter’s) choice,” in
view of the Supreme Court’s ruling on the sufficiency of paper
ballots for such purpose.

THE AUTOMATED ELECTION SYSTEM
• The COMELEC likewise recommends revisiting Republic Act
9006, or the Fair Election Act, for the following purposes, among
others:
1. Scrapping of fixed spending limits, in favour of a more
equitable means of setting a cap on campaign
expenditures;
2. Inclusion of rules governing all aspects of on-line
campaigning; and
3. Clarification of the rule on broadcast time limits.
4. Extension of the Liquor Ban
• The COMELEC also recommends that pilot testing of an on-line
voting system be approved for Overseas Voting, as this will make
the process easier for overseas Filipinos, particularly seafarers who
comprise almost 3% of the overseas voting population.

ELECTION ADMINISTRATION
•

The COMELEC proposes the following legislation:
1. The Money Ban – A measure intended to curb the practice
of vote-buying by prohibiting the unjustifiable withdrawal of
certain sums of money, or the actual possession of certain
amounts of cash, in the period immediately preceding Election
Day.
2. The Candidate Bond – A measure intended to discourage
nuisance filings by requiring candidates for national
positions, i,.e., President, Vice-President, and Senator, to post
a cash bond upon the filing of their Certificates of Candidacy.
The return of the bond will be contingent on the candidate
garnering a certain percentage of the votes cast for the
position to which he is aspiring.

With these elections, the COMELEC has demonstrated that it is well advanced in the process of consolidating the technical knowledge gained from the 2010 National and Local Elections, and weaning the country away from reliance on foreign expertise. 2013 REPORT TO THE PRESIDENT AND CONGRESS On the whole, the May 13, 2013 National, Local, and ARMM elections went smoothly, albeit not without some issues which contributed to a certain degree of apprehension, particularly among stakeholders. All those issues were quickly resolved and ultimately had no significant effect on the election processes. Thus, on the whole, the outcome of the elections has been widely considered credible and acceptable to general public.
  • 15.  The COMELEC recommends that a comprehensive review of Republic Act 9369 be undertaken to revisit the multi-tiered canvassing system, and consider the establishment of a single stage system where precinct results are canvassed and consolidated directly at the level of the National Board of Canvassers. This will greatly speed up the reporting of election results, as well as minimize confusion arising from speculation as to the contents of delayed canvass reports.  A comprehensive review of the Automation Law may also allow the re-evaluation of some provisions, such as Section 6(n), which calls for the provision of “a system of verification to find out whether or not the machine has registered (the voter’s) choice,” in view of the Supreme Court’s ruling on the sufficiency of paper ballots for such purpose. 2013 REPORT TO THE PRESIDENT AND CONGRESS THE AUTOMATED ELECTION SYSTEM
  • 16. • The COMELEC likewise recommends revisiting Republic Act 9006, or the Fair Election Act, for the following purposes, among others: 1. Scrapping of fixed spending limits, in favour of a more equitable means of setting a cap on campaign expenditures; 2. Inclusion of rules governing all aspects of on-line campaigning; and 3. Clarification of the rule on broadcast time limits. 4. Extension of the Liquor Ban • The COMELEC also recommends that pilot testing of an on-line voting system be approved for Overseas Voting, as this will make the process easier for overseas Filipinos, particularly seafarers who comprise almost 3% of the overseas voting population. 2013 REPORT TO THE PRESIDENT AND CONGRESS ELECTION ADMINISTRATION
  • 17. • The COMELEC proposes the following legislation: 1. The Money Ban – A measure intended to curb the practice of vote-buying by prohibiting the unjustifiable withdrawal of certain sums of money, or the actual possession of certain amounts of cash, in the period immediately preceding Election Day. 2. The Candidate Bond – A measure intended to discourage nuisance filings by requiring candidates for national positions, i,.e., President, Vice-President, and Senator, to post a cash bond upon the filing of their Certificates of Candidacy. The return of the bond will be contingent on the candidate garnering a certain percentage of the votes cast for the position to which he is aspiring. 2013 REPORT TO THE PRESIDENT AND CONGRESS ELECTION ADMINISTRATION
