Research Title: Moral Values of the Philippine National Police

The study assessed the moral values of the Philippine National Police personnel in
Eastern Pangasinan. It also determined the personal attributes of the PNP personnel, the
moral values application, and tested the hypothesis on the difference in the moral values
across personal attributes. Based from the findings of the study, the researcher proposed
intervention mechanisms to sustain the moral values of the PNP.
The study used the descriptive-evaluative research design. The major instrument
used was a questionnaire. The content validity of the instruments was computed and
established. Said questionnaire was pilot tested to a few PNP personnel of Dagupan City.
The hypotheses of the study was tested using the t-test in the case of two groups for
independent sample and difference while in the case of three groups or more the
Analysis of variance (ANOVA) was used at .05 level of significance.
Personal Attributes. The average age of PNP personnel is 34.5 years of age.
The youngest is 19 years old while the oldest is 50 years old. Noticeably the PNP are
male dominated personnel. As to marital status the PNP personnel are mostly married

6. followed by single personnel. The Police Officer 1(Private First Class), Police Officer II
(Corporal), Police Officer III (Sergeant) Rank is mostly the predominant rank in the PNP
organizational structure. The greater number of PNP personnel have rendered l year and
below years of service. Most of the PNP personnel have finished their Bachelor Degree
in Criminology. Almost all PNP personnel are Roman Catholic.
The Moral Values of the PNP. The PNP personnel rated maka-Diyos values
with a descriptive value of “Highly God Centered”, maka-tao values with a descriptive
rating of “ Highly Humane”, maka-bayan values with a descriptive rating of “Highly Pro
Country”, maka-kalikasan values with a descriptive rating of “Highly Pro Environment.
On the professional values, all the variables were rated as: “Highly.Professional” for
professionalism, “Highly Competent” for competence, “Highly Disciplined” for
discipline and “Highly Trustworthy” for trustworthiness.
Difference in the Moral values across Personal Attributes. The moral values of
the PNP across the personal attributes is similar.
Based on the findings of the study, the following conclusions are arrived at:
1. The PNP personnel in Eastern Pangasinan are newly recruits, young, married,
male dominated educated and many occupying lower rank..
2. The PNP personnel manifested the following: “Highly God Centered” for
maka-Diyos, “ Highly Humane” for maka-tao, “Highly Pro Country” for
maka-bayan, Highly Pro Environment” for maka-kalikasan, and professional
values: “Highly.Professional” for professionalism, “Highly Competent” for
competence, “Highly Disciplined” for discipline and “Highly Trustworthy”
for trustworthiness.

7. On the basis of the foregoing findings and conclusions, the following
recommendations are forwarded:
1. The police service is a noble profession which demands from its member’s
specialized knowledge and skills, as well as high standards of ethics and morality. Hence,
the members of the PNP must sustain their high standard of moral values manifested in
the study.
2. Replication of the study is also recommended using two groups of respondent
the PNP themselves and the community. The future research should focus on PNP areas
of weaknesses and not on their strengths. The researcher should utilize qualitative
methods or approaches, such as life history interviews, that will explore the dynamism of
the moral values process. Life history interviews provide rich data that otherwise will not
be obtained if the more quantitative methods of research (e.g., survey) of study are used.
A phenomenological method of study also brings the respondents to life by revealing
their thoughts, feelings, aspirations and values.
3. The PNP is a socio-political institution with enormous problems especially in
its operations and service delivery to the community and the public at large. All may not
be too well within the organization especially amongst its personnel there are vices that
could hinder the smooth operations so the study disclose any vicious activity and
unwholesome acts on the part of the personnel this is incomprehensible and need to be
further conducted using a different approach method as indicated above, and finally,
4. To sustain the MRP, .the intervention measures proposed in this study be
forwarded to the PNP for their adoption.
