EASA has made provision to approve organisation to conduct certificate training in Aircraft Maintenace engineer for those who are working for airlines or MRO.
Under part 147, the requirements to be the training organisation is stipulated.

3. Ruling on maintenance Training
Organizations (MTO)
• The MTO is set up under the EASA ruling part
147 .
• The purpose of MTO is to train maintenance
personnel under the syllabus part 66.
• The ruling part 147 stipulate conditions and
provide guidance on how to plan and implement
the training organization.
4. Classification of the Trainings
• There are two basic kind of training
▫ the basic licenses and the type licenses. The basic
license is further divided into 2 categories, Cat A
and Cat B. Category A is for licensed technician
and Cat B is for engineer.
• The Cat(category) A is divided into 4, which are
A1 to A4. A1 is for fixed wing aircraft using
turbine-jet engine and and A4 is for helicopter
with piston engine.
5. Classification of Cat B:
• Cat B is divided into B1- mechanical and B2-
Avionics
• B1 – mechanical is divided into
▫ B1-1 – mechanical fixed wing with turbine engine
▫ B1-2 - mechanical fixed wing with piston engine
▫ B1-3 – helicopter with turbine engine
▫ B1-4 – helicopter with piston engine
6. The Trainings by MTO
• The training is divided into two areas,
▫ the knowledge training and the practical training.
• knowledge training – conduct the knowledge
training as according to part 66, in the modular
format. MTO also conducts the examination to
the standard of CAA.
• practical training – conduct the practical
training and the assessment to the format and
level to the satisfaction of CAA.
7. Be an examination Center
• The above two quoted training are for students
registered with the training organization.
• It is possible to to apply to CAA for approval to
conduct assessment and testings for external
students. It is possible to apply for the license
without attending the courses at the approved
training organization.
8. Requirements to be Approved Training
Organization (147)
• Has the necessary number and quality of
Approved personnel – The CEO, the quality
manager, the assessors and trainers have to be
approved or qualified.
• Training Facilities – The classroom and the
workshops have to be equipped.
• The course module – the course modules have to
meet the requirements of part 66…CONTINUE..
9. Requirements to be 147 organization
• Has sufficient Assessment and testing tools –
the questions set and the job task sheet for the
practical to meet the standard set.
• Maintain an approved quality system. The
system requires the maintenance training
exposition, a quality system to manage the
organization
• Pass the required audits.
