The Chilean Library of Congress  contributes to parliamentary  roles and functions, preserves its legacy and brings Congress  closer to the citizens
2003 : The Speaker of the Senate requested the Library  to bring  Congress  closer to Citizens 2004 : New  vision  and  mission 2005 :  Financial support  from Inter American Development Bank IADB 2008 : A research unit for  products and services  development was created Landmarks for Citizens Work 2009 : A  citizen library  is planned for 2011
Congress  concerns related to citizens  General disenchantment   with politics Politicians ,  Legislative Process not well  regarded and understood  Young people  not voting  Senior Citizens  do not feel taken into account in political decisions
Understanding the community  from people´s  concerns  and not their needs This means Monitoring parliamentary, political, social and technological  trends , Exploring, Checking with peers, Pilot projects and Continuous evaluation  New  Approach  for  the Library

Escogimos “Creciendo en la red social” como titulo de ésta presentación, tomando el concepto growing para comunicar que es un crecer como crecen los árboles, los niños, las generaciones: Crecer formándose. Entiendo que hoy en gran medida es una relación conjunta entre nosotros y la red a la que pertenecemos, ya no somos espectadores, sino que integramos la red y la evolución de la red nos afecta.
  2. PRIMERO: Porque nos hacemos cargo del DESENCANTO de la política Espacio político que no se transforma al ritmo de la modernidad: Existe una dualidad, el espacio ciudadano. Las prácticas (proceso legislativo, relaciones partidarias y representatividad en terreno) que empoderan al Político (parlamentario) son diferentes a la de los ciudadanos. Ellos tienen todo el día ocupado en prácticas que no son de redes sociales, por eso difícilmente podrían entenderlas si no las practican, si no participan no pueden entender ni las redes ni como operan los jóvenes (que es lo valioso para ellos.. Etc..) Por lo tanto los ciudadanos evolucionan ante las redes sociales porque tienen tiempo, interés y motivación (los ciudadanos, particularmente los más jóvenes). Tienen drivers. Jóvenes que no votan y se sienten excluidos: En las investigaciones desarrolladas, hemos identificado al menos cuatro valores relevantes que son condición para la participación juvenil en la política, y que en la mayoría de ellos no se condicen con la prácticas tradicionales de la política. A saber condicen: Que puedan poner sus temas en la mesa y no siempre discutir los temas de los otros, en este sentido, es una generación que se considera poco escuchada de que sus preocupaciones son válidas. No se sienten tomados en serio Participar por gusto y no por obligación. Usando sus propias maneras de expresión (por ejemplo la Web social) Participar sin exclusión: Les molesta profundamente encasillarse en una estereotipo (ejemplo, un partido político) que los obligue a excluirse de otras posibilidades. Participar con actores y temas relevantes. El giro comunicación al de la sociedad, de las redes jerárquicas, a las redes distribuidas (ver paúl Varan) no ha sido gratuito y eso implica que para los jóvenes han desaparecido las jerarquizas de poder tal cual las entendemos los adultos. Ellos se consideran “un nodo mas”, igual que el otro nodo. Independiente que el otro nodo sea una figura con autoridad formal, con más años. Adultos mayores con opinión y necesidades que no se sienten acogidos por las Políticas del país: Una generación que cada vez es más grande y activa. Y con mayor capacidad de influencia en las elecciones, entre más vieja se pone la sociedad, mayor poder político tiene ese segmento. Estamos en una sociedad calificado por la generación que hoy tiene 40 años, pero los adultos mayores son los que realmente tienen en poder. El

  7. “… tribu urbana, no sé, no en el sentido de que ellos digan, no nosotros somos punky y somos comunistas, no, pero en el fondo es la mentalidad. De repente, o sea, los nazis me cargan. Me cargan los grupos extremistas. Me cargan los grupos que también se sienten demasiado discriminados porque … no sé, porque se visten de negro y la cuestión, y que dicen que todos los miran feo, de repente hay ciertos adultos que no están acostumbrados. Pero yo creo que en el mundo en el que ellos se desarrollan, todas las tribus urbanas como de jóvenes, ya muchos lo aceptamos y nadie los discrimina ni los mira feo porque tienen el pantalón apretado abajo o porque tienen el pelo teñido ni nada, entonces, eeh… Respeto que tengan su estilo, respeto que, que no se sientan pasados a llevar, o sea, que realmente digan, pucha’, me visto como yo quiero, no paso a llevar a nadie, por lo tanto, respeto y me respetan. Pero así como de participar en una, de repente siento que son muy extremistas. Y así como no sé po’, como tení a los nazis, a los punkys, en la vola’, no sé más comunistas, más de “Inti-Illimani” y cachai’, “Los Jaivas” o no sé. Tampoco es como mucho mi estilo. De hecho nunca me he sentido como tan representa’ acá, siempre he sido muy cultura [ norte ] americana y mis compañeras lo saben muy bien … y no sé, como que mi mundo se desarrolla más como a través del cable, he conocido más ese tipo de mundo y ahora voy a conocerlo legalmente eeh… Y siempre, y los grupos también no me gusta ninguna música en español, todo en inglés, todo…
  8. La aproximación que tenemos hacia la innovación vive en el contexto de que nuestras audiencias en general son más conservadoras que de adopción rápida (early adopters) por lo tanto para nosotros la innovación va mucho más allá de “usar” lo moderno (web social, herramientas tecnológicas, etc). Innovar implica expandir las posibilidades de nuestras audiencias y por lo tanto tenemos que considerar en la ecuación a aquellos que están integrados a las nuevas tendencias, a aquellos que se están subiendo y así mismos a aquellos que les cuesta, que tienen aversión o las ignoran. Tenemos que velar porque la modernidad no afecte, o afecte de la manera menos dañina a esa parte de nuestra audiencia. Las acciones en este sentido van porque nosotros mismos comprendamos y “suframos” la experiencia de estas nuevas herramientas capacitemos, generemos plataformas para que los que estén interesados puedan desarrollarse, y adecuemos lo nuevo a lo antiguo.
