 TheTelecom Industry in India is growing at a great pace.
 This sector is growing at a rate of 45-50 percent during the
recent years.
 The rapid pace in the telecom sector is facilitated by liberal
policies of the government that provide easy market access
for telecom equipment and a fair regulatory framework for
offering telecom services to the Indian Consumers at
affordable prices.

Commission DoT TRAI TDSAT WPC
 It is an inter-ministerial high level
government body.
 The Commission consists of:
 Chairman
 Four full time members
 Four part time members
 The essential functions of theTelecom Commission are as under:
 policy formulation, licensing and coordination matters relating to telegraphs,
telephones, wireless, data and other similar forms of communications.
 international cooperation in matters connected with telecom.
 promotion of private investment in telecommunications.
 promotion of standardization, research and development in
telecommunications.
 preparing the DoT budget and supervising its operations
 As per the Indian Telegraph Act, 1885 and the Indian Wireless
Telegraphy Act, 1933 the Central Government of India has the
exclusive privilege of establishing, maintaining and working
telegraph and wireless telegraphy equipment and has the
authority to grant licenses for such activities.
 The Central Government acts through the DoT.
 Some of the important functions of the DoT are as follows:
 Licensing and regulation.
 International cooperation in matters connected with telecom.
 Promotion of private investment in the Indian telecom sector.
 Promotion of standardization, research and development in
telecommunications.
 TRAI was set up in 1997 by the government of India as an
independent regulator of the business of telecommunications
in the country.
 TRAI is mandated to provide an effective regulatory framework
and adequate safeguards to ensure fair competition and
protection of consumer interests.
 The mission of TRAI is to create and nurture such conditions
that encourage the growth of the telecom sector in India so
that the country can play an important role in the world
telecom society.
 The main objective ofTRAI is to form a transparent and fair
policy environment that encourages fair competition.
 TRAI’s powers and functions includes :
 settlement of disputes that arise between service providers.
 maintaining a register of interconnect agreements.
 give advice to the government at the centre on subjects that are connected
with the development of the telecommunication technology.
• TRAI issues large number of directives, regulations, and orders
that deal with various subjects such as interconnection, service
quality, and tariff.
 TDSAT stands for Telecom Dispute Settlement and Appellate
Tribunal.
 The TDSAT was established in 2000 under an amendment to the
Telecom Regulatory Authority of India Act, 1997.
 The TDSAT has been vested with exclusive powers to adjudicate
any dispute between:
 the licensor (DoT) and a licensee.
 service providers.
 service providers and groups of customers.
 The WPC Wing of the Ministry of Communications was created
in 1952.
 It is the National Radio Regulatory Authority responsible for :
 Frequency Spectrum Management.
 Licensing and catering the needs of all wireless users in the country.
 It exercises the statutory functions of the Central Government
and issues licenses to establish, maintain and operate wireless
stations.
 WPC is divided into major sections like:
 Licensing and Regulation.
 NewTechnologyGroup.
 StandingAdvisory Committee on Radio Frequency Allocation (SACFA).
 SACFA makes the recommendations on :
 major frequency allocation issues.
 formulation of the frequency allocation plan.
 issues related to InternationalTelecom Union (ITU).
 sorting out problems referred to the committee by various
wireless users.
 issues clearance of all wireless installations in the country
etc.

Regulatory framework of telecommunication

  • 2.  TheTelecom Industry in India is growing at a great pace.  This sector is growing at a rate of 45-50 percent during the recent years.  The rapid pace in the telecom sector is facilitated by liberal policies of the government that provide easy market access for telecom equipment and a fair regulatory framework for offering telecom services to the Indian Consumers at affordable prices.
  • 3. Ministry of Communications & InformationTechnology Telecom Commission DoT TRAI TDSAT WPC
  • 4.  It is an inter-ministerial high level government body.  The Commission consists of:  Chairman  Four full time members  Four part time members
  • 5.  The essential functions of theTelecom Commission are as under:  policy formulation, licensing and coordination matters relating to telegraphs, telephones, wireless, data and other similar forms of communications.  international cooperation in matters connected with telecom.  promotion of private investment in telecommunications.  promotion of standardization, research and development in telecommunications.  preparing the DoT budget and supervising its operations
  • 6.  As per the Indian Telegraph Act, 1885 and the Indian Wireless Telegraphy Act, 1933 the Central Government of India has the exclusive privilege of establishing, maintaining and working telegraph and wireless telegraphy equipment and has the authority to grant licenses for such activities.  The Central Government acts through the DoT.  Some of the important functions of the DoT are as follows:  Licensing and regulation.  International cooperation in matters connected with telecom.  Promotion of private investment in the Indian telecom sector.  Promotion of standardization, research and development in telecommunications.
  • 7.  TRAI was set up in 1997 by the government of India as an independent regulator of the business of telecommunications in the country.  TRAI is mandated to provide an effective regulatory framework and adequate safeguards to ensure fair competition and protection of consumer interests.  The mission of TRAI is to create and nurture such conditions that encourage the growth of the telecom sector in India so that the country can play an important role in the world telecom society.
  • 8.  The main objective ofTRAI is to form a transparent and fair policy environment that encourages fair competition.  TRAI’s powers and functions includes :  settlement of disputes that arise between service providers.  maintaining a register of interconnect agreements.  give advice to the government at the centre on subjects that are connected with the development of the telecommunication technology. • TRAI issues large number of directives, regulations, and orders that deal with various subjects such as interconnection, service quality, and tariff.
  • 9.  TDSAT stands for Telecom Dispute Settlement and Appellate Tribunal.  The TDSAT was established in 2000 under an amendment to the Telecom Regulatory Authority of India Act, 1997.  The TDSAT has been vested with exclusive powers to adjudicate any dispute between:  the licensor (DoT) and a licensee.  service providers.  service providers and groups of customers.
  • 10.  The WPC Wing of the Ministry of Communications was created in 1952.  It is the National Radio Regulatory Authority responsible for :  Frequency Spectrum Management.  Licensing and catering the needs of all wireless users in the country.  It exercises the statutory functions of the Central Government and issues licenses to establish, maintain and operate wireless stations.  WPC is divided into major sections like:  Licensing and Regulation.  NewTechnologyGroup.  StandingAdvisory Committee on Radio Frequency Allocation (SACFA).
  • 11.  SACFA makes the recommendations on :  major frequency allocation issues.  formulation of the frequency allocation plan.  issues related to InternationalTelecom Union (ITU).  sorting out problems referred to the committee by various wireless users.  issues clearance of all wireless installations in the country etc.
