3. E-Democracy tools
• Web based system that enables residents to
participate in decision–making and implementation:
www.vilnius.lt/emiestas
• Possibility for residents to access all the
documentation of the City Council, watch online
streaming of council sessions, check voting results,
submit proposals and ideas, participate in surveys,
state opinion about legislation, create petitions etc.
• Provided for registered users only. Registration via
banking systems or e-signature
4. E-Democracy tools
• 43 web based e-services of the city government for residents and
businesses: licenses, archive certificates, permissions, etc. City
aims at increasing the number of e-services to 100 in year 2013
• Declaration of the place of residence (personal income tax for
Vilnius city budget)
• Residents can submit ideas or suggestions online for municipality
competence areas
• E-vice mayor: all email messages from residents are registered and
redirected for municipality workers according to competence
areas
• City Hub - the place where residents of Vilnius city can submit
their own ideas or suggestions for municipality competence areas
is to be opened next year

8. Centralized registration to
preschool
• Single system for all the kindergartens of the City has been
presented this year
• The single application form to apply for up to five
kindergartens can be filled either online, or at the City
Administration
• Web based system is connected to National register,
therefore, it recognizes applicant by personal code and the
data about a child is automatically entered into application
form
• Parents can monitor the process: available places in the
kindergartens, the queuing place to the preferred institution,
etc.
• 140 preschool institutions got 7802 applications in year 2012
• Provides the needed data to plan the development of the
preschool system
9. Online schools' sport halls
renting system
• The procedures for
residents to rent schools
sports halls for their
leisure have been
approved and from
1.1.2013 the on-line
system for school sport
halls’ rent will be launched
at the Vilnius city website
• Registered users will be
able to check whether the
sport hall is available and
pay via e-banking system

Monitoring of public areas.
Surveillance camera systems
• Started in 2002
• 112 surveillance cameras
have been mounted in
Vilnius and 1 video
surveillance centre is in
operation
• 12 disabled people are
employed at the centre
• Over 2,000 offenders of
administrative law are
identified per year
Speed monitoring, public
transport lane and red light
control system
• Started in 2003
• At the beginning of 2009, 49
spots for speed monitoring
were set up where 19 speed
monitoring devices were
installed
• Around 6,000 violations of
road traffic rules registered
per year
• Planning to use biometric
cameras in the future
11. New approach to public
procurements
• From 9.1.2011 Vilnius city municipality started to
apply social commitment for procurement suppliers
• Since then 254 contracts has been signed with
procurement suppliers, who committed to pay their
employees not less than 90 % official approved
average wage
• Every half-year Public procurement division carry out
surveys about how procurement suppliers provide
average wage payment
