"There is hereby created within the Oklahoma Department of Vocational and Technical Education the Oklahoma Telecommunications Technology Training Fund. Beginning September 1, 1997, each local exchange telecommunications service provider shall annually contribute seventy-five cents ($.75) per retail local exchange access line to the Oklahoma Telecommunications Technology Training Fund until the total amount contributed by all providers to the Fund equals Seven Million Dollars ($7,000,000.00). . .

The Oklahoma Telecommunications Technology Training Fund shall be administered by the Oklahoma Department of Vocational and Technical Education working in conjunction with OneNet, and shall be used to provide statewide teacher training in the most effective use of telecommunications and distance learning technology for the enhancement of education throughout the state. Local exchange telecommunications service providers serving fifteen percent (15%) or more of the access lines in the state may not apply for recovery of the contributions made to the Oklahoma Telecommunications Technology Training Fund from the Oklahoma Universal Service Fund created in Section 6 of this act. All monies in the Oklahoma Telecommunications Technology Training Fund shall be expended only for the purposes set forth in this subsection." - HB 1815, SECTION 9.C.

Level 1 covers basic computer skills, Internet skills, and office suite skills. In order for teachers to participate in telecommunications and distance learning technology training, they must have level one competencies and skills.
* On-off, file management, basic management (shortcuts, open/close programs, copy, move, delete, save, editing, etc.),
* Office suite(WP, DB, SS, presentation)
* Have equipment and connectivity available for practice and use
Level 2 Competencies and skills covers presentation technology, distance learning technology, Internet integration, web page development, video production, and other curriculum/technology integration techniques. Upon Completion of the telecommunications and distance learning technology training Level 2 instruction, participants will be able to:
* Integrating technology and Internet usage into existing curriculum (search, evaluation, virtual field trips), develop an interactive web page for instructional purposes for students to access on their own time and location, and also for administrative or management functions
* Convert learning modules to multimedia format which may be used in classroom presentations, Internet, and other distance education media. Adapt content from existing courses to design an effective instructional format for distance delivery including video, presentation graphics, and the Internet.
* Provide hands-on training in the effective use of technology being deployed in OneNet and other IETV interactive video classrooms, including an overview of distance learning and design, planning, and management of distance learning courses, the distance education environment, and its capabilities and limitations, roles and responsibiilites of facilitators
* Discuss ethical and legal issues involving technology
Level 3 skills consist of advanced distance learning technology and interactive multimedia curriculum development. Level 3 will prepare the teachers to develop completely technology integrated curriculum.
* Demonstrate competency in classroom and distance teaching tht includes use of video, audio, graphics, the Internet, electronic field trips and interactive multimedia development and delivery modes
* Fully develop and implement self-contained teaching units that combine multimedia, the Internet, database literacy and applications, video-based componenets, and distance education communicating interactively with students
