PAD 632 Final Project Guidelines and Rubric Overview Public policy establishes the framework for public programs and services. Policies are formulated in a complex environment with competing interests. These public policies generate programs and services that are intended to implement the policy and meet the public good; the outcomes from the programs and services should demonstrate public value. In this course, you assess the perspectives, relevance, and usefulness of public policies in a dynamic political setting. For your final project, you will prepare a program review report, which is a specific type of report designed to critically and objectively examine a program from inception to implementation. The report will analyze the political framework of the policy that precipitated the program; describe the stakeholders, including the advocates and critics of the policy; and assess the program effectiveness. Your report should be comprehensive enough that it could be a deliverable to a public agency. In coordination with your instructor, select a public policy and corresponding program of interest to you. The policy you select should be robust enough that you can find resources to inform the context in which the policy was conceived through to its actual implementation. The program can be at the federal, state, or local level (and it is not unusual for a state policy to have influences at both the federal and the local level). The focus of your program review report will be where you see the implementation of the program having the most impact. The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final submissions. These milestones will be submitted in Modules Three, Five, and Seven. The final project will be submitted in Module Nine. In this assignment, you will demonstrate your mastery of the following course outcomes: Analyze complex democratic processes for discerning how policies are made at the federal, state, or local levels Contrast how critics and advocates affect policy outcomes in the public sector for informing public program design Determine appropriate accountability strategies for public programs through assessing governmental monitoring and funding options Assess the extent to which public program benefits match intended outcomes Recommend measurable process improvements for public programs through evaluation of program effectiveness Prompt Your program review report should answer the following prompt: Select a public policy and corresponding program. In your report, discuss the formation of the policy and program, including factors that affect the program’s accountability and outcomes. Conclude your report by evaluating the effectiveness of the program and recommending process improvements. Your report should be comprehensive enough that it could be a deliverable to a public a.

Case Study Continued – Week Five You have been performing in the role of project manager in support of Ms. Jackson’s vision of creating a strong and talented project management professional team leading to stronger project execution. Ms. Jackson has just called you into her office with a few updates: • ACME has been revisiting their strategy and decided that product development will become a heavy focus for the organization over the next three years. Due to this product development focus, she wants to also implement an Agile training program which will specifically focus on Scrum techniques. Ms. Jackson has asked for you to add it to the scope of the current training program which was approved when you submitted the business case. She is not familiar with change management principles so you will have to create a change form and high level change process that the team will follow. Ms. Jackson is willing to give you an additional $15,000 in budget but would like this completed in the same timeframe as the initial project request. The $15,000 is her budget but may not be based upon what the actual costs may be. According to your research, adding Agile may cost an additional $20,000 and have to be done subsequent to the initial training program which has already been scheduled. • In addition, upon a recent review of your risk register with your team, a risk that was identified as high impact is seemingly turning into an issue. This risk was related to the potential turnover in training personnel. You have just learned that your top trainer may be leaving the project for a new opportunity. • The current forecast of the project indicates that your cost estimate may have been too low. Current projections indicate that beginning in month five of the project, you may be exceeding your budget by $10,000 per month. • Other key indicators: • Your actual month end scheduling data shows that you are currently performing according to plan and all tasks are being completed on time. • Your last staffing report shows very little project team attrition or turnover. • Early surveys from participants in the training show a high degree of satisfaction. Changes such as these are not uncommon in the project management profession. Determining whether the request constitutes a change in scope, schedule, and budget is an integral component of project management. Using your business case, project charter and stakeholder analysis, determine how this new information will impact your project. What type of change process will you be recommended be implemented? Assignment Overview: For this assignment, you will be assessing a proposed change to the scope of the project, proposing an overview of a change management process, drafting a change request form, and discussing how the change will be communicated to the stakeholders inclusive of the sponsor. Project Communications Management: Case Study Several issues have arisen on the Recreation and Wellness Intranet Project. The person from the HR department who was supporting the project left the company, and now the team needs more support from that group. A member of the user group that supports the project is extremely vocal and hard to work with, and other users can hardly get a word in at meetings. The project manager, Tony, is getting weekly status reports from all of his team members, but many of them do not address obvious challenges that people are facing. The team is having difficulty deciding how to communicate various project reports and documents and where to store all of the information being generated. Recall that the team members include you, a programmer/analyst and aspiring project manager; Patrick, a network specialist; Nancy, a business analyst; and Bonnie, another programmer/analyst. Assignment – Project Communications Management: 3 Tasks 1. Prepare a partial communications management plan to address some of the challenges mentioned in the previous paragraph. 2. Prepare a template and sample of a good weekly progress report that could be used for this project. Include a list of tips to help team members provide information on these reports. 3. Write a one-page paper describing two suggested approaches to communicating with the hard- to-work-with user. Below I have provided the templates that I was given: Communications Management Plan Prepared by: Date: 1. Introduction 2. Collection and filing structure for gathering and storing project information 3. Distribution structure (what information goes to whom, when, and how) 4. Format, content, and level of detail of key project information 5. Production schedule and resources for producing key project information 6. Technologies, access methods, and frequency of communications 7. Method for updating the communications management plan 8. Escalation procedures 9. Stakeholder communications analysis Stakeholders Document Name Document Format Contact Person Due Date Comments: 10. Communications Management Plan Prepared by: Joshua (me) Date: 3rd September 2015 This plan gives a detailed outline regarding communication and information exchange on the Recreation and Wellness Intranet Project. For collection and filing of information, all data will be stored on the intranet of the company, in a seperate folder named Recreation and Wellness. Only members of the project and business managers will have access to the folder. Distribution structure - there should be a free and transparent flow of information amongst the project members. .

Distribution structure - there should be a free and transparent flow of information amongst the project members. .

This is the second part of Margaret Sanger Significant Contributions to Public Health - Part II This is a continuation of your final project, which you started in Week 3. This last piece involves an analysis of how your individual’s contribution from the past continues to contribute to today’s public health system and how it might guide future work within the industry. As you recall, in week 3, you researched an individual and their contribution to community and public health. To begin, you need to review the feedback given to you from Week 3. Then, make the necessary revisions to Part I of this project. Then, you will be adding the second half to your project. Follow this outline to help formulate your paper or presentation: ACTION: Make sure you review all the feedback from your Week 3 (Part I) assignment and apply any necessary revisions. Your week 3 assignment should have included each of the following elements: GRADED ELEMENT : Describe your selected person’s experience GRADED ELEMENT : Analyze the climate of the time period in terms of political, socioeconomic, environmental and technological context in which this person worked. GRADED ELEMENT : Examine the personal beliefs of your person that prompted this work. GRADED ELEMENT : Examine how this individual overcame any adversities to succeed in his/her task. GRADED ELEMENT : Describe the final outcome of this individual’s contribution to community and/or public health. GRADED ELEMENT : Explain what his/her contribution did for overall community and/or public health at the time. GRADED ELEMENT : Explain why this contribution was so important at that particular point in history. ACTION: Think about the individual’s contribution to community/public health GRADED ELEMENT : Analyze the impact of your individual’s contribution on today’s public health system. HELP: You are asking “what happened as a result of this contribution at the national and community level?” For example, some elements you could address include: did it change attitudes did it change protocols and policies did behavior change result did it add/eliminate laws GRADED ELEMENT : Analyze how this contribution is still relevant today HELP: Was this contribution only applicable at the time it occurred, or is it still applied today? Why or why not? Explain your response GRADED ELEMENT : Examine how this contribution could support or be expanded for future community and public health benefits HELP: Using solid critical thinking, look at the historical value of the contribution and examine how it could be used for the future (is it applicable to another health issue, can it lead to more policy change, could it promote advocacy work or public health laws, etc.) You have a choice of which format you wish to present your findings: Format 1: Written Paper Must be at least 6 pages in length (not including title and reference pages) and formatted according to APA style as outlined in the Ashford Writing Center..

This is a presentation by Michael Amitay of the Washington Kurdish Institute, for the New Tactics World Symposium in 2004. Past conflicts in northern Iraq, including the genocidal use of weapons of mass destruction, continue to take a severe toll on people’shealth and on the environment. The Washington Kurdish Institute (WKI), with its partners the University of Liverpool and the Halabja Postgraduate Medical Institute (a consortium of local physicians and academics) uses Geographic Information Systems analysis to correlate environmental, health and other data with attack sites. This helps local authorities create effective research, environmental safety and medical treatment programs, while adding to the body of knowledge about the long-term effects of chemical weapons that can help preparedness efforts around the world.

Microsoft's Threat Matrix for Kubernetes helps organizations understand the attack surface a Kubernetes deployment introduces to their environments. This ensures that adequate detections and mitigations are in place. By covering over 40 different attacker techniques, defenders can learn about Kubernetes-specific mitigations and controls to deploy to their environments. In this session, we will explore the MS-TA9013 Host Path Mount technique, which is commonly used by attackers to perform privilege escalation in a Kubernetes cluster. Attendees will learn how attackers and defenders can: * Escape the container's host volume mount to gain persistence on an underlying node * Move laterally from the underlying node into the customer's cloud environment * Analyze Kubernetes audit logs to detect pods deployed with a hostPath mount * Deploy an admission controller that prevents new pods from using a hostPath mount

The presentation explores the development and application of artificial intelligence (AI) from its inception to its current status in the modern world. The term "artificial intelligence" was first coined by John McCarthy in 1956 to describe efforts to develop computer programs capable of performing tasks that typically require human intelligence. This concept was first introduced at a conference held at Dartmouth College, where programs demonstrated capabilities such as playing chess, proving theorems, and interpreting texts. In the early stages, Alan Turing contributed to the field by defining intelligence as the ability of a being to respond to certain questions intelligently, proposing what is now known as the Turing Test to evaluate the presence of intelligent behavior in machines. As the decades progressed, AI evolved significantly. The 1980s focused on machine learning, teaching computers to learn from data, leading to the development of models that could improve their performance based on their experiences. The 1990s and 2000s saw further advances in algorithms and computational power, which allowed for more sophisticated data analysis techniques, including data mining. By the 2010s, the proliferation of big data and the refinement of deep learning techniques enabled AI to become mainstream. Notable milestones included the success of Google's AlphaGo and advancements in autonomous vehicles by companies like Tesla and Waymo. A major theme of the presentation is the application of generative AI, which has been used for tasks such as natural language text generation, translation, and question answering. Generative AI uses large datasets to train models that can then produce new, coherent pieces of text or other media. The presentation also discusses the ethical implications and the need for regulation in AI, highlighting issues such as privacy, bias, and the potential for misuse. These concerns have prompted calls for comprehensive regulations to ensure the safe and equitable use of AI technologies. Artificial intelligence has also played a significant role in healthcare, particularly highlighted during the COVID-19 pandemic, where it was used in drug discovery, vaccine development, and analyzing the spread of the virus. The capabilities of AI in healthcare are vast, ranging from medical diagnostics to personalized medicine, demonstrating the technology's potential to revolutionize fields beyond just technical or consumer applications. In conclusion, AI continues to be a rapidly evolving field with significant implications for various aspects of society. The development from theoretical concepts to real-world applications illustrates both the potential benefits and the challenges that come with integrating advanced technologies into everyday life. The ongoing discussion about AI ethics and regulation underscores the importance of managing these technologies responsibly to maximize their their benefits while minimizing potential harms.
