Dear Mr. All:
I serve as City Engineer for the City of Mulvane, and have done so for the past 10 years. During that time I have
been charged with the task of reviewing drainage plans submitted by developers. Please be assured that the City
of Mulvane is sensitive to the impact that new development has on its citizens and in particular the impact on
existing drainage conditions.
In 2001 we assisted the City in drafting a Storm Water Drainage Policy. This policy went further than the existing
Subdivision Regulations, in requiring "zero increase in runoff" for new developments. The policy also requires that
a Kansas licensed engineer prepare a Master Drainage Plan and supporting computations. In addition to meeting
City requirements, we will review plans for compliance with State and Federal storm water regulations, including
erosion control.
I have reviewed the Executive Summary and Drainage System Drawing as proposed by MKEC Engineering
Consultants, Inc. for the above referenced. It is my opinion that the proposed drainage improvements will meet or
exceed the City of Mulvane's Storm Water Drainage Policy. As outlined in MKEC's executive summary, a detention
pond facility will be constructed with outflow rates that are less than the existing conditions. This is true for the 2-,
5-, 10-, and 1OO-year storm events.
