broad partnerships.”
“…an environment that encourages innovation,
promotes creativity, and favors comprehensive
solutions over menu-based services.”
“…layoff aversion is as much a mindset as a
collection of activities.”
11. CONTEXT: Layoff Aversion (Rapid Response)
11
“Rapid response is acomplex and varied
component of the workforce
system…practitioners must exhibit an array of
competencies that cross many disciplines, and
often perform seemingly disparate functions,
while creating seamless solutions for all
customers…Rapid response is both strategic
and operational.”

Linking urban and rural strategies
Connecting more Alaskans with local jobs
Ideas should balance creativity with “doability,” and
consider options for scaling and learning before full-
scale implementation.

20. WHAT SURPRISED YOU ABOUT THIS ACTIVITY?
20
Similar themes across all the groups
We could do a lot of the things we identified
without any additional $
Lots of ideas that build on our existing strengths
Lots of focus on groups of individuals rather than
individual people
Implementing ideas would require both staff time
and support by leaders
Creativity was very quick to surface
21. WHAT SURPRISED YOU ABOUT THIS ACTIVITY?
21
Seemed like people were ready for this discussion –
they had already been thinking about a lot of theses
ideas.
Diversity yielded rich and important perspectives
Mixing up (across sites/programs) made it easier to
focus on the ultimate goal/big picture
There is a huge amount of knowledge among us
22. NEXT STEPS
Our critical challenges
Firms don’t know about our services
People don’t know about our services
Doing more with less
Excessive paperwork
