4. An interest group or citizen can propose a law by contacting the representative for their state and getting him/her to discuss it in the next session.

6. Step 2: The bill is studied by the house committee. In this step the house committee decides on the bills content. The look to see if the bill needs to be changed or is it a necessary law.
7. Step 3:the bill is debated on the house floor The floor debates on the bills approval. The take a vote on whether the bill is going to benefit the country.
8. Step 4:The bill is approved by the House of Representatives The representatives make the decision to approve or send the bill back for changes to be made. 218 members have to be present for the bill to be voted on.
9. Step 5:The bill is sent to the Senate The bill is sent to the Senate to be studied, debated, and approved.
10. Step 6:The bill is studied by a Senate committe The Senate reviews the bill, makes sure it doesn’t need any changes so it can be debated on.
11. Step 7:the bill is debated on the Senate floor The senate discusses the bill and makes sure it is perfect and all the changes have been made to make the bill the best it could be.
12. Step 8:The bill is approved by the Senate During the debate the vote on whether the bill is approved or not. The bill is approved, signed and ready to be sent to the President.
13. Step 9:The bill is sent to the President The bill is sent to the President to be approved, signed and become a law!
14. The final Step: The President signs the bill into law The president signs and approves the bill and it is now a law. If the President vetoes the bill it goes back to the House for changes to be made.
