                        Capital City: Vientiane, Provinces: 17
                        - Districts: 142
                        GDP: USD 900 ( per Province)
                        Export: Electricity, Timber, and Mining .
                        Economic growth rate: 8.1% (2010)
                        Currency: Lao Kip (LAK)

Introduction

During the growth of the Information Communication
Techno-logy in Lao country , mostly Lao women are
missing of encourage from many parts of Government,
Organization, Enterprise and others to achieve their
economic and to demonstrate empowering of women.
Some women in ICT sector can opportunity on their
job. Therefore, barriers on women are still main
factors for Lao women to express their abilities. Not
only is the low participation of women in ICT a problem
for women but also for the industry and the country.
Women are lack of the increasing number of
technology-related job opportunities. This is how to
empowering of Dynamics of women in ICT sector.
Lao women union plan
                2011-2015

1. To pass a revised law on the promotion and
    protection of women.
2. To expand the consulting service the all
    province and some major districts.
3. To improve and promote the gender
   equality between men and women to be
   realized and practicable.
4.To create women webside. And ect….
III. Telecom Policy and Regulation
  Currently, Lao telecommunications and ICT sector is
  regulated by the Law on Telecommunications 2001.
   In addition, the Decree on Organization and Operation of
  National Authority of Post and Telecommunications (NAPT)
  and various
  telecom regulations and notifications.
  Reference to the Presidential Decree No 107/POS, dated
 30 June 2011 on the Government structure of Lao PDR.
  The Ministry of Posts and Telecommunication (MPT) have been
  established. This is the upgrading the National Authority of Posts
  and Telecommunication.
  The Ministry of Post and Telecommunication is responsible for the
  day-to-day regulation of post, telecommunications and ICT sector
  including licensing, the regulation of frequency spectrum,
  numbering and electronic addressing, technical regulation and
  unlawful use of telecommunications networks.
The government have outlined an ambitious, but
appropriate range of broad policy objectives that govern
our approach to the ICT sector. This involves :
1. Increasing access to ICT, especially in underserved
    regional areas and communities;
2. Ensure the efficient use of resources
3. Creating an enabling environment for the adoption of
    new technologies;
4. Removing the obstacles to competition and
    eliminating anti-competitive practices;
5. Encouraging foreign investment;
6. Developing ICT skills and competencies in government,
    industry and society; and
7. Ensuring the availability of services at affordable prices.
Challenges for Developing Economies
• Lao PDR Recognizes that ICT is essential for continuing
  economic and social development of the country. ICT is
  also a key driver of national competitiveness.
• For a country like Lao PDR, the challenge of developing
  ICT is doubled. It must :
   - Deploy basic network infrastructure and increase the
  penetration of computers, and
   - Develop the advanced digital applications, electronic
  commerce and online services essential for the
  participation in the global information economy.
• Using the appropriate international precedent and
  advise from global industry experts , Lao PDR is now
  undertaking substantial reforms to is ICT sector
1) Fixed lines subscribers
2) Mobile subscribers

Lao PDR is ready to provide ICT services in
   rural and remote areas.
   Lao mobile market is expanding to rural,
   80 % of the country has mobile coverage.
   All provinces has connected by fiber optic
  cables which is import for potential ICT
services
V. Conclusion
• In present era, information and communication
  technology is one of the most advanced technology
  which has a tremendous important role in socio-
  economic development
• We continue open up the industry to facilitate
  partnership and inward investment opportunities in
  order to play our part in the growth of the region.
  Critical to this is not just capital investment but the
  cross border transfer of skills and capabilities so
  critical to development of sustainable ICT sector in
  Lao PDR.
• ICT in Lao PDR is still in the beginning (new) and a lot
  of works/efforts are needed for the successful of the
  development .

Rural population : 70 % Capital City: Vientiane, Provinces: 17 - Districts: 142 GDP: USD 900 ( per Province) Export: Electricity, Timber, and Mining . Economic growth rate: 8.1% (2010) Currency: Lao Kip (LAK)
  • 3. Telecom and Internet Fixed lines: 150.362 sub. Mobile (GSM): 5.480.851 sub. CDMA/WLL: 41.719 sub. . Teledensity: Teledensity: 67% Internet: 23.134 Users - Dial-up: Dial- 8.700 Users, - ADSL : 13.528 Users - P Star : 800 Users - Wireless: 3.176 Users

Introduction During the growth of the Information Communication Techno-logy in Lao country , mostly Lao women are missing of encourage from many parts of Government, Organization, Enterprise and others to achieve their economic and to demonstrate empowering of women. Some women in ICT sector can opportunity on their job. Therefore, barriers on women are still main factors for Lao women to express their abilities. Not only is the low participation of women in ICT a problem for women but also for the industry and the country. Women are lack of the increasing number of technology-related job opportunities. This is how to empowering of Dynamics of women in ICT sector.
  • 5. Lao women union plan 2011-2015 1. To pass a revised law on the promotion and protection of women. 2. To expand the consulting service the all province and some major districts. 3. To improve and promote the gender equality between men and women to be realized and practicable. 4.To create women webside. And ect….
  • 6. III. Telecom Policy and Regulation Currently, Lao telecommunications and ICT sector is regulated by the Law on Telecommunications 2001. In addition, the Decree on Organization and Operation of National Authority of Post and Telecommunications (NAPT) and various telecom regulations and notifications. Reference to the Presidential Decree No 107/POS, dated 30 June 2011 on the Government structure of Lao PDR. The Ministry of Posts and Telecommunication (MPT) have been established. This is the upgrading the National Authority of Posts and Telecommunication. The Ministry of Post and Telecommunication is responsible for the day-to-day regulation of post, telecommunications and ICT sector including licensing, the regulation of frequency spectrum, numbering and electronic addressing, technical regulation and unlawful use of telecommunications networks.
  • 7. The government have outlined an ambitious, but appropriate range of broad policy objectives that govern our approach to the ICT sector. This involves : 1. Increasing access to ICT, especially in underserved regional areas and communities; 2. Ensure the efficient use of resources 3. Creating an enabling environment for the adoption of new technologies; 4. Removing the obstacles to competition and eliminating anti-competitive practices; 5. Encouraging foreign investment; 6. Developing ICT skills and competencies in government, industry and society; and 7. Ensuring the availability of services at affordable prices.
  • 8. Challenges for Developing Economies • Lao PDR Recognizes that ICT is essential for continuing economic and social development of the country. ICT is also a key driver of national competitiveness. • For a country like Lao PDR, the challenge of developing ICT is doubled. It must : - Deploy basic network infrastructure and increase the penetration of computers, and - Develop the advanced digital applications, electronic commerce and online services essential for the participation in the global information economy. • Using the appropriate international precedent and advise from global industry experts , Lao PDR is now undertaking substantial reforms to is ICT sector

Conclusion • In present era, information and communication technology is one of the most advanced technology which has a tremendous important role in socio- economic development • We continue open up the industry to facilitate partnership and inward investment opportunities in order to play our part in the growth of the region. Critical to this is not just capital investment but the cross border transfer of skills and capabilities so critical to development of sustainable ICT sector in Lao PDR. • ICT in Lao PDR is still in the beginning (new) and a lot of works/efforts are needed for the successful of the development .
