    weigh risks (Troopers lives are at stake)
• Be aggressive, back up what you say, and
  maintain offensive attitude

  – Marshal Plan vs UN Mandate
  – Afghans (and Iraqis) must secure themselves
    for it to work
  – DoD is only USG Agency involved (little to no
    DoS, DoJ, DoA, etc)
